Description
This is a Sources Sought announcement, a market survey for written information only. The purpose of this announcement is to identify those 8(a) companies with appropriate expertise that might be interested in responding to a formal solicitation for providing intermediate level repair, maintenance and overhaul of Airborne Countermeasure (AMCM) equipment consisting of the following: Ground Power Unit (Howbart Power Unit) Multi Winch II Single Winch II, Gearbox Assembly, Rotary Actuator and Streaming Roller Assembly. Performance Objectives: The contractor shall provide organizational and intermediate level repair and maintenance on the AMCM Equipment. The contractor shall provide daily repairs; repairs requiring special and/or conditional turnaround; and pre/post flight and corrosion inspections. The contractor shall participate in field teams deployed for sea trials for the purpose of providing emergency rework and in-the-field modification, testing, and adjusting of parts. The contractor shall provide preventive maintenance on all items in long-term storage. The contractor shall provide ground support to crews in launch and recovery of the AMCM Equipment during flight operations. The contractor shall perform the disassembly, overhaul, rework, re-assembly, modification, component evaluation, and testing to certify for reuse on approximately 12 to 15 winches of each kind and 40 to 45 gearboxes each performance period. Depot level maintenance shall be performed on the Multi-Winch II, Si! ngle Winch II, Gearbox Assembly, Rotary Actuator, and Streaming Roller Assembly. The contractor shall provide engineering, and analytical support services in conjunction with specific systems, support equipment, and sub-assemblies with the aim of defining how best to meet production and related support requirements. Specific requirements will be included in the performance-based statement of work, which will be made available with the solicitation when released. Additional Information: The period of performance is for one base year and four one year option periods to extend the term of the contract. The Contract Type is a combination of Firm-Fixed Price (FFP) and Cost Plus Fixed-Fee (CPFF). The place of performance will be at the Naval Surface Warfare Center (NSWC) Panama City, FL 32407. Travel to the helicopter squadrons located in Corpus Christi TX and Norfolk VA may be required. The applicable NAICS code for this acquisition is 811219 with a size standard of $7 million. All tasks performed under this contract shall be UNCLASSIFIED. Incumbent: The current AMCM Maintenance and Support is currently being provided by General Precision Manufacturing Inc, 890 Industrial CT, Pensacola, FL 32505 under contract N61331-06-C-0042. General Precision has graduated from the 8(a) program and is no longer eligible to receive award under 8(a). Responses: All interested 8(a) companies are invited to provide a capabilities statement which contains, at a minimum, the following: (1) name and address of firm; (2) size of business: average annual revenue for the past three years, number of employees, (3) number of years in business; (4) two points of contact: name, title, phone, fax and email; (5) a concise discussion of the company's technical understanding of the repair, maintenance and overhaul of Airborne Countermeasure (AMCM) equipment addressed above. Summaries should be no longer than five pages in length. All summaries should be submitted to Ms. Marlene Davidson by email: marlene.davidson1@navy.mil by 4:P.M. CST, on 23 January 2009.
