Description
The Joint Project Manager for Biological Defense (JPM- BD) is holding an Advanced Planning Briefing for Industry on February 19, 2009, beginning at 0830 at the RDECOM Conference Center Auditorium, Building E4810 in the Edgewood Area of Aberdeen Proving Ground, Maryland. The APBI will be held to inform industry of planned efforts on the Joint Biological Tactical Detection System (JBTDS) and the Joint Biological Stand-off Detection System Increment 2 (JBSDS-2), as well as the bio roadmap and test bed concepts. The Joint Biological Tactical Detection System will be entering the formal acquisition process in March 2009 with a Materiel Development Decision. The Joint Requirements Office is drafting a Capabilities Development Document expected in early 2010, to be followed by a Milestone B Increment 1 in 2QFY10. A full and open competitive solicitation is expected to be conducted in 2QFY10. JBTDS will have an evolutionary acquisition approach with capability-based increments, with man-portable first, then platforms based on integration readiness. Concurrently a Technology Readiness Evaluation for JBTDS Identifiers is planned during 4QFY09. The JBSDS PM will conduct a Technology Demonstration of emerging biological standoff technologies starting in June 2009. Planned sites include Dugway Proving Ground, Eglin Air Force Base and an unidentified false alarm site. The June 2009 Technology Demonstration will provide vendors an opportunity to demonstrate biological standoff capabilities that may be applicable to the Increment II JBSDS program. A Milestone B for entrance into the Increment II JBSDS Engineering Manufacturing and Development phase is planned for late 4QFY09. The JPM BD is developing a bio point-detection roadmap to coordinate development efforts and ensure alignment between the various JPMs responsible for developing and procuring bio detection systems and ensure alignment between S&T efforts and programs of record. The goal is to leverage opportunities for technology and equipment commonality. The bio test bed is a new methodology for testing Bio equipment. The JPM BD is currently meeting with the Operational Test Agencies to discuss this concept and anticipates incorporating this process for all JPM BD efforts starting this year. The APBI will be Unclassified and is open to interested contractors, large and small businesses and universities. There is no attendance fee and the dress code is business casual.
