Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for a Norddeutsche Filter Vertriebs GmbH (NFV) Deoiler 2000 model PPT-BWS/MESB, two stage, Oil Water Separator (OWS). The first stage consists of a multi-phase separator (MPS), and the second stage consists of a mechanical emulsion breaker (MESB). The procurement will have a period of performance from the effective date of the purchase order through 16 weeks thereafter. The set-aside for small business concerns has been dissolved. The NAICS code is 333999. The proposed contract action is being solicited on a sole-source basis to Alfa Laval, Inc. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). Alfa Laval is the sole distributor in the U.S. for the Deoiler 2000 OWS. The Deoiler 2000 model PPT-BWS/MESB OWS is installed onboard the Littoral Combat Ship LCS-1. NSWCCD Code 633 has been tasked with evaluating the long term reliability of the Deoiler 2000 while processing contaminants commonly found onboard Navy ships. Shipboard equipment testing requires that the same equipment be used for the execution of the test. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by 27 January 2009, at 5:00pm will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
