- NAICS Code: 541620 Statement of Work: Support for Healthy Nail Salon InitiativeEstimated Period of Performance: 365 days from awardLevel of Effort: 70-Hours for the entire term Background: The Healthy Nail Salon Initiative (HNSI) is working to reduce indoor air pollution and protect worker safety from commercial manicure products in nail salons located in Washington and Oregon through innovative approaches including alternative products, regulation revisions, outreach and education, and training. HNSI includes the U.S. Environmental Protection Agency (EPA), WA Department of Licensing, Department of Labor and Industry, WA Department of Health, WA Department of Ecology, OR Occupational Safety and Health Administration, OR Department of Environmental Quality, Oregon Health and Licensing Agency, local health departments, and community organizations. The purpose of this contract is to support the ongoing work of HNSI by providing histories and recommendations from other efforts nationally, i.e. Pioneer Valley Project (MA), Toxic Beauty Project (WA), Asian Law Caucus (CA), developing agenda, outreach materials and brochures, and facilitating monthly phone calls and discussion between EPA and its partners. Required Qualifications: The contractor shall have knowledge on manicuring practices, chemical ingredients and health effects of nail salon products, various Federal and State regulations governing the nail salon industry, national and local efforts, and extensive experiences in working with nonprofit and Environmental Justice (EJ) organizations in nail salons outreach and education. Tasks and Deliverables: Contractor personnel shall at all times identify themselves as contractor employees and shall not present themselves as EPA employees. Furthermore, they shall not represent the views of the U.S. Government, EPA, or its employees. In addition, the contractor shall not engage in inherently governmental activites, including but not limited to actual determination of EPA policy and preparation of documents on EPA letterhead. Tasks - Technical and Administrative Support for Healthy Nail Salon Initiative: The contractor shall conduct general activities, including participation in monthly conference calls and meetings, provide assistance and recommendations to agendas and presentation materials, develop and provide expert recommendations for HNSI to consider on environmental health and safety, and serve as consultant to HNSI in strategic planning. Technical and Administrative Support for Monthly Conference Calls: The contractor shall plan, prepare and facilitate up to two (2) conference calls per month. Preparation may include participating in internal calls, developing agenda and developing presentation materials based on Contractor's nail salon related outreach experiences. Research and Develop Recommendations for HNSI: The contractor shall review documents from external parties and develop recommendations for HNSI to consider on environmental health and safety material, which may include criteria for cosmetology occupational proficiencies, continuing education requirements, and licensing and inspection requirements. The contractor shall serve as consultant and provide recommendations, based on his/her current and past experiences in conducting outreach to underserved, environmental justice cosmetology communities, and to materials developed by HNSI regarding strategic planning, training, outreach and education. Deliverable: 1. Plan, prepare and facilitate up to two (2) conference calls per month.2. Review internal and external documents and develop recommendations.3. Serve as consultant and provide recommendations, based on contractor's current and past experience in conducting outreach to underserved, environmental justice cosmetology communities, to materials developed by HNSI.
