Description
Reclamation is seeking an industry partner willing and able to enter into a Cooperative Research and Development Agreement (CRADA) to mature and commercialize patent-pending membrane separation technologies. The CRADA partner should be willing and able to commit their financial and capability resources toward this effort. The CRADA partner will be required to be located in the United States, manufacture membrane technology commercialized under the CRADA substantially within the U.S, and demonstrate specific qualifications and capabilities. Reclamation has filed U.S. patent applications, and Patent Cooperation Treaty (PCT) applications. The PCTs will expire in November 2009, therefore any foreign rights sought by the CRADA partner will have to be applied for prior to that date. This is not a procurement. A CRADA essentially authorizes federal agencies to pool their expertise, know-how, and facilities with non-federal entities to research and mature technologies for commercial applications. A CRADA also authorizes the non-federal partner to contribute funding toward the collaborative effort but does not authorize the transfer of federal funds to the non-federal partner. 15 USC 3710a provides a complete description of CRADAs, authorized activities, and the associated licensing and other benefits provided to industry CRADA partners.
