- This SOURCES SOUGHT NOTICE is to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses) to provide contractual support in the three following broad areas of Science and Data Policy research: (1) Science Policy; (2) Data Policy; and (3) Health Information Technology. The information from this market research will help the Office of Science and Data Policy plan its acquisition strategy. Science and Data Policy is located in the U.S. Department of Health and Human Services Office of the Assistant Secretary for Planning and Evaluation (ASPE). NAICS Code: 541618; Small Business Size Standard: $7.0 Million. THIS IS STRICTLY MARKET RESEARCH. ASPE/OFFICE OF SCIENCE AND DATA POLICY WILL NOT RESPOND TO QUESTIONS REGARDING THIS MARKET RESEARCH. The Office of Science and Data Policy (OSDP) is the departmental focal point for policy research, analysis, evaluation and coordination of department-wide science policy and data policy activities and issues, including food safety, drug safety, public health and emergency preparedness, technological innovation, biomedical research policy, health information technology, HIPAA, statistical policy and privacy, and personalized health care. OSDP provides advice and analytical support to the Assistant Secretary for Planning and Evaluation (ASPE) and Departmental leadership on science policy and data policy issues and initiatives; coordinates science and data policy issues of inter-agency scope within HHS; coordinates a policy research program; and manages inter-agency initiatives in science policy and data policy. The office works closely with the National Center for Health Statistics (NCHS) and other centers within the CDC, the Food and Drug Administration (FDA), NIH, AHRQ, and other agencies, as well as with interagency science policy initiatives, the Office of Management and Budget (OMB), and the Office of Science and Technology Policy. There are three broad areas of OSDP research for which contractual support is being sought: •Science Policy: Research and analysis of issues related to biomedical and public health sciences and their policy- and program-related applications. Current areas of interest include: genomics; personalized health care; emerging infectious disease; qualitative and quantitative methods for evaluation of public health impacts; emerging health technologies; public health and medical preparedness capabilities; food, drug, and medical product safety and efficacy; environmental health; and vaccine-preventable disease. •Data Policy: Conducting analyses and evaluations, as well as preparation of inventories and white papers, in such areas as privacy and confidentiality policy, data standards, information systems strategy and planning, coding and classification issues, uniform data sets, and strategies for state level data. Work may also include short-term assessments of available data to address emerging health and human services policy •Health Information Technology: Research and analysis of issues related to electronic clinical systems and the technical standards necessary for implementing a nationwide health care system. Current areas of interest include: the adoption status of electronic health records in all health care settings; the interoperability status of laboratory systems in hospitals and independent labs; and the integration and implementation status of e-prescribing systems and personal health records for the Medicare population.. RESPONSE INFORMATION Contractors must have a working knowledge of science and data policy and health information technology including knowledge and experience in the use of HHS statistical systems, data linkage and database construction, survey methodology, broad privacy issues that crosscut much of the areas of interest to OSDP, and issues around the adoption and implementation of health information technology in both the public and private sectors. While individual contractors may not be expected to have expert knowledge of every issue area noted above, responses must clearly convey a contractor’s general knowledge of science and data policy and health information technology and its ability to perform these tasks: •Analyze existing publicly available data sets •Develop and link data sets for analytical studies when needed. •Analyze specialized data sets, including program administrative data •Conduct short-term policy studies •Develop evaluation designs and conduct evaluations •Perform primary data collection •Perform environmental scans and synthesize a body of research •Coordinate meeting and conference planning •Conduct quantitative, qualitative studies, including focus groups • Examine issues around standards development and implementation with documented knowledge of standards organization developmental •Study the implementation of health information technology (HIT) in diverse clinical and other health care environments, including public applications Each response should include the following Business Information •DUNS •Company Name •Company Address •Company Point of Contact: Name, Phone Number, and E-mail Address •Does responder have a Government approved accounting system? Teaming arrangements are encouraged. This Sources Sought Notice is for information and planning purposes only and should not be considered as a commitment by the government. This is not a solicitation announcement for proposals and no contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information to this notice. Respondents will not be notified of the results of this evaluation. Capability statements will not be returned and will not be accepted after the due date. Responses must be submitted not late than January 28, 2009. The maximum number of pages for submission is twenty (20).
