- NASA is seeking capabilities from large businesses, as well as from small, 8(a),HUBZone, women-owned small businesses, veteran-owned, service-disabled veteran-owned,and/or Historically Black Colleges and Universities (HBCU) for the purposes ofdetermining the appropriate level of competition for the Exploration Ground LaunchServices (EGLS). Responses shall also include the following (limited to eight (8) pagesor less): name and address of firm, size of business, average annual revenue for pastthree (3) years and number of employees, ownership, business category as described above;number of years in business; affiliate information: parent company, joint venturepartners, potential teaming partners, prime contractor (if potential sub) orsubcontractors (if potential prime); and point of contact position, address and phonenumber. NASA is also seeking potential prime contractor feedback related tosubcontracting opportunities on goals required in the event this requirement is solicitedon an unrestricted basis.EGLS provides Constellation Program ground processing, assembly, integration, test,launch, and recovery services to support the Ares launch vehicle and the Orionspacecraft. This includes associated ground support systems, equipment operations andmaintenance, and the related exploration architecture systems that will providecapabilities necessary for human space flight and exploration.A more detailed outlineof the anticipated scope is provided below.Base Content:1. Offline Processing (Orion and First Stage) - Orion hypergol and fluids servicing in the Multi-Purpose Processing Facility (MPPF),Multi-Element Integrated Testing (MEIT), cargo processing and stowage - Provide technicians, process engineers, support services for First Stage production2. Integrated Operations - Assembly, test and checkout of vehicle elements and integrated vehicle assembly inthe Vehicle Assembly Building (VAB)3. Launch Operations - Mobile Launcher pad validation, propellant loading, fluids servicing, launchpreparations and execution4. Recovery Operations - First stage and Crew Module retrieval and transfer to KSC5. Ground Support Equipment (GSE) O&M, Sustaining, Logistics - Sustain systems used for processing, storage, handling and transportation, andtesting of flight elements and integrated launch vehicle6. Advanced Operations PlanningOptions:1. Shuttle T&R Content (for property located at KSC that supports all SSP elements) - Facility Safing - GSE and Special Test Equipment - Flight Hardware & Spares - Data Transition2. ISS Program Support - ORU Processing - Utilization - Space & Life Sciences Operations3. LSP Spacecraft FuelingAn Exploration Ground Launch Services (EGLS) procurement website has been established andis available at http://egls.ksc.nasa.gov. A bidders library containing numeroustechnical documents has been established. Information from the EGLS Industry Day, heldon December 16, 2008, is also available on the website. If your company providedfeedback on small business participation as a result of Industry Day, you do not need toresubmit. All responses should be submitted no later than Friday, January 23, 2009 to the point ofcontact listed below.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement.
