- This Solicitation is issued as "UNRESTRICTED"-Full and Open Competition. The Government intends to award a Firm Fixed Price Indefinite Delivery/Indefinite Quantity type contractfor Post Wide Paving and related construction. All contractors submitting proposals to the Government must be registered in CCR, have a Cage Code. Offerors must be experienced and thoroughly familiar with all phases of paving and concrete work such as, but not limited to, roadways, parking areas, industrial equipment hard stands, concrete curbing, sidewalks and pads of various thicknesses.offerors must have capability to read and interpret scaled site drawings and to set grade stacks from the drawings and do the layouts / survey of required work. Offerors must be able to produce a line of credit with the paving/concrete plants where they plan to purchase there materials offerors must have a state certified asphalt technician on the job site at all times. The offeror’s paving and concrete Job Foremen, Equipment Operators (excluding Dump Truck Drivers), and Site Supervisors, must have a minimum of 10 years experience in the paving disciplines and be thoroughly familiar with the N.J. State Highway Department specifications for road and bridge construction. All other employees directly involved in the paving process must have sufficient skill and experience to properly perform the work assigned to them. Employees engaged in special or skilled paving and concrete work shall have sufficient experience in that work. Offerors must furnish the necessary paving and concrete equipment such as, Pavers, (at least 2 self propelled) and one with a paving spread of 20 ft wide /milling machine Rollers, Graders, Trenchers, Dump Trucks, Compactors, sufficient curb forms to place up to 500 linear feet of curbing daily per project, concrete finishing equipment and other equipment required to professionally execute the work required in these operations. Quantities of equipment must be sufficient to maintain continuous paving operations for all active paving projects under this contract. As a minimum, the contractor shall furnish, two (2) rollers, two (2) graders, four (4) dump trucks (to provide an uninterrupted flow of asphalt materials to each active paver), and sufficient compactors (sheep’s foot or wheeled rollers) to compact sub base materials in accordance with specifications and on a timely basis so as not to delay paving operations. Equipment operators and drivers shall possess appropriate commercial driver’s licenses. The place of performance for this effort is Fort Monmouth, NJ, and other Installations within 75 mile radius. The requirement is for a Base Year (a period of 12 months) and two (2) Consecutive Option Years. This procurement will result in one Indefinite-Delivery, Indefinite Quantity Firm Fixed Price contract. The minimum guarantee for the Base Year is $10,000.00, and $10,000.00 minimum for Option Years 1 and 2, with an estimated annual MAXIMUM of $2,000,000.00.
