Description
SOURCES SOUGHT The U.S. Army Corps of Engineers, Tulsa District intends to seek sources for a potential small business set-aside. This announcement will be in effect for 14 calendar days from date of issuance of this notice. Any resulting solicitation will be procured under the Brooks Act requirements. PROJECT TITLE: The purpose of this synopsis is to conduct market research on potential sources for a future acquisition of engineering & design and construction management services. This is not a solicitation announcement and there is no Request for Proposal (RFP) documents to download. This is a Sources Sought Synopsis only. This synopsis is a market research tool being utilized to determine the availability of qualified small businesses relative to NAICS classification 541330. Engineering and construction management services must be performed by personnel with expertise in Military, Civil Works, and Department of Energy processes. Engineering & design services shall consist of the following: design review, cost estimating utilizing Corps of Engineers MII estimating software, preparation of design documents (plans & specifications), preparation of design/build requests for proposals, construction cost estimates, studies, and permit applications. Construction Management services shall consist of the following: support services such as shop drawing reviews, field consultation, design modifications, operation and maintenance manuals, and as-built drawings, review of contractor schedules (P3), construction inspection, and determination/review of building code requirements (national, state, local, as applicable). Contractor shall be familiar with the Corps of Engineers 1391 Preparation, RFP solicitations, and amendments process, Corps of Engineers Windows Version Resident Management System (WinRMS), and the RFP Wizard. Specific services consist of expertise developing Statements of Work, Developing and validating DD Form 1391, developing RFP documents utilizing the model RFP Wizard and providing Cost Estimates utilizing PC Cost and MII. Metric scale may be required on plans for new construction. Contractors will be required to produce CADD drawings compatible with MicroStation software (latest version) of Bentley Systems and AUTOCADD (latest version), prepare specifications using SPECSINTACT Software, and prepare GIS files for input to ESRI graphic systems (Arcview and Arcinfo). Contractor personnel may require a Q or L Security Clearance in some instances. All work is required to be accomplished, reviewed, and approved by Engineers, Architects, and Interior Designers registered in the State of Oklahoma. Potential sources must submit a capability statement of no more than 4 pages in length, which addresses the following key areas: (1) TECHNICAL - Potential sources must submit a list of recent projects that demonstrate their knowledge and past experience relating to all of the varying types of work described above. Individual task orders under IDIQ contracts should be listed as separate projects. Submit only current and past project and client information that is no more than 4 years previous and include a brief description, identify the capacity the firm worked in on the project (prime or subcontractor), the contract type (list by task order if IDIQ), contract or task order value, dollar value of work subcontracted, percent complete, if complete date completed, name and title of customer POC and current phone number. (2) BUSINESS SIZE - Potential sources shall identify if they are HubZone, Small Business, Small Disabled Business, 8(a), Women-Owned or Veteran / Service-Disabled Veteran Owned Small Businesses. The response to this synopsis must include how the firm will meet the Federal Acquisition Regulations (FAR) requirements for limitations in subcontracting for the proposed solicitation (or completed contracts of a similar nature and size) that states &at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. All interested parties may respond or submit statements of qualifications. This is not a request for competitive proposals or quotations, nor a prequalification for any future contract for this work. A determination by the Government not to compete this proposed contract is within the discretion of the Government. All responses are due to US Army Engineering District, Tulsa District Office, Attention: Melinda L. Fair, 1645 S. 101st E. Ave, Tulsa, OK 74128, not later than 4:00pm CST on January 27, 2009.
