Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NCNS1000-9-02110 is issued as a request for quotation. The North American Industry Classification Code (NAICS) is 541370 and the Small Business Size Standard is $4.5M. The U.S. Dept. of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Centers for Coastal Ocean Science (NCCOS), specifically the Center for Coastal Management and Assessment (CCMA) is conducting an ongoing research project that requires seafloor characterization and inventory of mid-water coral reef resources for Vieques, Puerto Rico. CCMA is seeking available sources that can provide a Remotely Operated Vehicle (ROV) with associated equipment and staff to provide a collection of digital underwater color video and still camera data within the Vieques study site. The selected contractor shall supply a ROV with optical imaging equipment capable of operating in water depths of 5 to 300 meters and maintaining a height above the seafloor between 0.5 and 2 meters. The ROV shall have the capability to record both video and underwater still photos for a minimum of two continuous hours while underwater and be able to work 12-hour days with less than 4 hours downtime, a low-light color video camera (with at least 460+lines of resolution, auto-iris, 12:1 zoom and auto/manual focus), a static downward-pointing high-resolution camera for taking digital still photos (with at least 3.2 megapixels) at least 30 seconds apart, dual 250-W tungsten-halogen light or equivalent for operating in low-light or nighttime conditions, a strobe flash for taking still pictures (with power at least 76 watts/second) a dual laser scaling device (separation on the order of 10 cm), a tilt platform for maneuvering the camera angle forward and downward between 0 and 90 degrees to horizontal, digital recording capability (DVD for video and JPG for still photos), and a capability to geo position the ROV to 10 m CEP 95 every 1 sec at 300 m depth. The ROV propulsion and control system must be capable of turning and forward/backward vehicle speeds of a minimum of 2 knots. The contractor shall have experience operating a ROV located onboard large oceanographic research vessels and must be capable of deploying and recovering the ROV in up to sea state level 4. The contractor shall provide personnel of sufficient experience and qualifications to manage the collection of video and photograph data near Puerto Rico onboard the NOAA ship Nancy Foster. The resulting purchase order shall be firm fixed price. Award is anticipated in early to mid February 2009. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Excellent (E) - Very good of its kind; eminently good, superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit; and Unsatisfactory (U) - Not acceptable, not adequate to carry out. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Interested contractors are invited to review the attached Statement of Work titled "Seafloor Characterization and Inventory of Mid-Water Coral Resources for Vieques, Puerto Rico" and provide a written and electronic response to be received no later than January 23, 2009 addressed to Sandra K. Souders, Purchasing Agent, National Oceanic and Atmospheric Administration, 1305 East West Highway, Suite 7167, Silver Spring, Maryland 20910, Sandra.K.Souders@noaa.gov. Contractors must submit a complete response. Responses that are not substantially complete will be returned. Offers of partial performance shall be rejected. An original and four copies shall be submitted as well as an electronic version in MS Word or Adobe Acrobat. The electronic version shall be in the form of an email with attachments. A one page letter shall transmit the quotation signed by an individual authorized to commit the organization. Each response shall be on 8 1/2-inch x 11-inch paper, in a commercially standard font, not smaller than a size 12 font. The response shall be secured by simple stapling and shall not contain elaborate binding. Each page in the response shall be separately numbered. A page of paper printed on both sides is considered two pages. The offer, including the letter of transmittal, shall be limited to twelve (12) single sided pages. Submit offers arranged in three sections as follows: Section I - Approach, which includes identification and qualifications of relevant personnel and technical management approach; Section II - Past Performance, which includes relevant experience which describes at least three (3) relevant projects performed in the last three years and quality of performance; Section III - Price, Firm Fixed Price. The price shall include sufficient data to allow the Government to determine the amount, realism and consistency of the fixed price. Award shall be made to the responsible contractor that offers the best value to the Government.
