Description
The Mission & Installation Contracting Command (MICC) Center Fort Bragg intends to award a cost contract on a sole source basis to Boeing Company, 10210 Greenbelt Road, Suite 757, Lanham, MD 20706-6244 for providing the Multimedia Message Manager (M3) system in support of the Ground Intelligence Support Activity (GISA). This requirement is to provide the Department of Defense (DoD) Intelligence Information System (DoDIIS) community a continuing messaging system that will allow them to both send and receive formatted messages on both Joint Worldwide Intelligence Communication System (JWICS) and Secret Internet Protocol Router Network (SIPRNet) for worldwide communications. The Multimedia Messaging Manager (M3) is the standard message handler for the DoDIIS community and is growing to meet the demands of the non-DoDIIS intelligence community. It provides mission critical applications such as: real-time dissemination of incoming organizational message traffic based on user interest profiles; retrospective search of the archive message database; and message composition, coordination, release, and validation. The M3 system is a combination of commercially available software integrated in Government developed software. Award of this requirement will be in accordance with Federal Acquisition Regulation FAR Part 15, Contracting By Negotiation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. A determination by the Contracting Officer not to compete this proposed contract based on this notice is solely within the discretion of the Government.
