- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.302-1, for Other than Full and Open Competition and FAR Part 13.3, Simplified Acquisition Methods. The Indian Health Service has a requirement to procure personal services to assist the Government Project Manager of the Indian Health Performance Evaluation System (IHPES) in order to maintain and enhance IHPES. The Indian Health Service has authority to enter into personal services contracts. The IHPES provides a mechanism within Indian Health to meet the Joint Commission ORYX ® initiative. The system is also utilized for the collection and measurement of indicators to meet the requirements of the Government Performance Results Act. The measures within the system were developed to be specific to Indian Health populations. This personal services contract will provide technical assistance to manage the IHPES operations contract, including aiding in structuring the scope of work and evaluating proposals, and assist in matching the needs of IHPES users and potential user’s needs with IHPES benefits for a base period of 6 months with an option for an additional 6 months. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy the agency requirement. The Government intends to award a sole source contract to Michael Gomez, 4923 Palo Alto SE,Albuquerque, NM 87108. The IHPES has been managed solely by Michael Gomez for 11 years. No one else has adequate knowledge of the system to be able to manage it without training or adequate documentation of how the system operates. Such training has not been received by anyone, and such documentation does not currently exist. Mr. Gomez, under this contract, will produce documentation of the system for future managers. This announcement is not a request for competitive proposals, however any responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the government.
