- A. The selected firm shall have the Core Management Team staffed at Lackland Air Force Base in San Antonio, Texas. B. Factor E - Sub-Contracting Plan has been deleted from the Selection Criteria. The Innovative Sub-Contracting plan will be a negotiating factor with the successful offeror. C. Factor D -Capacity shall be changed from 15% to 20% of the Selection Criteria D. Factor C - Past Performance shall be changed from 20% to 25% of the Selection Criteria E. The successful offeror shall be required to submit a Sub-Contracting Plan IAW the sub-contracting goals outlined in this Solicitation.
