Description
The purpose of this requirement is to establishes the performance, and system requirements to upgrade the capacity of the F-16 Training Systems Visual Display System (VDS) for four MTT's. Two MTTs are/ will be located at Homestead Air Reserve Base, Florida and two are/ will be located at Carswell AFB (Fort Worth Joint Reserve Base) Texas. The F-16 MTT VDS requires modification to replace the current Barco Cathode Ray Tube (CRT) projectors in order to meet Distributed Mission Operations visual requirements with digital projector technology. The digital projector technology being procured shall be based on current Commercial Off the Shelf technology. Minimum acceptable resolution of any digital projector shall be high-definition (HD) 1920x1080. The projector shall have the capability to support blending of multiple projectors per facet. The projector shall have simulation smear and artifact reduction so as to be similar to CRT technology. The upgraded VDS will include projectors, display system, and any other peripheral equipment required to provide the MTTs with 360 degree field-of-view. The spatial resolution threshold hold-time shall be 6ms with a design objective of 4ms. The projector will be able to be controlled individually from a common control computer. In addition, all projectors will be able to be controlled simultaneous from the common computer and be able to turn on and off, go into standby, power lamp on and off, read lamp life and relay maintenance status. The Display Brightness of the Out the Window (OTW) display shall be at least 12 foot lamberts with simulation smear artifact reduction turned on or 23 foot lamberts with no simulation smear artifact reduction. The Display Contrast shall have the minimum average contrast ratio for the display shall be minimum 30:1 system contrast. The Night Vision Goggle (NVG) Stimulation display system shall provide realistic NVG scenes under varying moonlight, starlight, and atmospheric conditions, and shall provide realistic NVG light source blooming and AGC effects. The display system shall provide a realistic view of the aircraft interior, instruments, or outside scene when viewed below the goggles, and shall provide physiological effects equivalent to those caused by wearing goggles. Night Vision Goggle stimulation must be achieved with no visible image on the screen from the naked eye when using a night, no moon NVG condition. The desired all night moon brightness environment is <0.32 FL. The desired night no moon brightness environment is <0.06 FL. The Channel Matching --Adjacent or abutting display channels shall not exhibit objectionable geometric, color, intensity, or focus differences across the displayed scene. The scale, location, and orientation of all objects in the displayed scene shall be perceptually consistent as objects pass across display channels, as measured from a single computational position located at the nominal A-10 aircraft pilot eye point. The color of all objects in the displayed scene shall be perceptually consistent between and within each display channel. Gamma corrected color balance shall average within 10% of the reference white. The intensity or brightness of the displayed scene shall be perceptually consistent between and within each display channel. Display channel focus for all channels shall conform to display resolution requirements, with no discernible differences in focus between them. Automated methods and simple operating procedures shall be provided to conduct periodic, on-site display system channel matching. The Refresh Rate shall be at least 60Hz (75 Hz {Objective}) for all scenes, shall be consistent in frequency, and shall ensure flicker-free operation. HUD Simulation - The visual display system shall not detract from the performance of the HUD simulation.
