- In accordance with the FAA Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract with Composite Technology, Inc. via single source procedures. During a routine scheduled inspection of a Sikorsky Helicopter it was discovered that the "Black" Main Rotor Blade butt was damaged. Composite Technology, Inc. is the only known authorized repair facility for Sikorsky Helicopter blades. This facility maintains all repair records and approved repair planforms. It is, therefore, the only source available for the repair of the blade the FAA is currently using to support their requirements and therefore cannot be obtained through any other known source. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capabilities and experience in providing the above service. The FAA will evaluate this accordingly. All responses to this announcement must be directed to Karen Mercer not later than 12 noon, Easter Standard Time, 27 January 2009.
