Description
Contractor-Owned, Contractor-Operated (COCO) Fuel Storage Facilities and Service to receive, store, protect and ship two grades of US Government owned petroleum product, F76 and JP5, at a port facility within 50 miles of Dubai, United Arabs Emirates with service beginning October 1, 2009. AREA OF CONSIDERATION: A facility within 50 miles of Dubai, United Arabs Emirates. PERIOD OF PERFORMANCE: October 1, 2009 through September 30, 2014. GRADE OF PRODUCT: Turbine Fuel Aviation Grade JP5, and F76. STORAGE REQUIREMENT: A minimum of two (2) storage tanks for each product (F76, JP5) are required to store two (2) grades of US Government-owned petroleum products. JP5 requirement is for a minimum of 500,000 barrels and a maximum of 1,000,000 barrels. F76 storage requirement is for 1,000,000 barrels. Dedicated facilities are preferred; however, a common system will be considered. ESTIMATED THROUGHPUT: Estimated throughput excludes initial fill and final shipment. F76: The estimated throughput is 2,000,000 barrels for each 12-month performance period. JP-5: Storage estimated throughput is 2,000,000 barrels for each 12-month period. BERTHING AND MOORING FACILITIES: The Contractor’s berthing and mooring facility shall be capable of handling a minimum 46,000 dead weight ton (DWT) vessel with an overall length of 800 feet, with a minimum draft of 45 feet at mean low water from the Contractor’s berthing and mooring facility to the open ocean. This procurement will be unrestricted. The solicitation will be published electronically on both the FedBizOpps website and the DESC solicitation download website located at http://www.desc.dla.mil. Solicitation will not be posted to either website until approximately 30 days from this notice will close approximately 30 days from posting date. Questions should be emailed to the email addresses within this announcement. A Best Value selection procedure will be used in this procurement. All responsible sources may submit a proposal which shall be considered.
