Description
This is a combined synopsis/solicitation for commercial services prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), MacDill AFB FL. The requirements are to inspect and maintain fifty (50) fire extinguishers. This notice constitutes the only Request for Quote (RFQ). Written offers are being requested. A hardcopy RFQ will not be issued. All Contractors doing business with the Government must be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR, please access the following website: http://www.ccr.gov. In order to register all firms must have a Dun and Bradstreet Number. A Dun and Bradstreet number may be obtained free of charge by contacting Dun and Bradstreet on-line at https://ww.dbd.com/product/eupdate/requestOptions.html or by phone at (800) eee-0505. Offerors should submit their Certification and Representations through the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the Federal Government. Offerors are encouraged to go on-line at www.bpn.gov to complete the representations and certifications. This notice is hereby issued as FRQ No. NAAN6000-9-00959RFA. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 28. STATEMENT OF WORK: See Attachment PRICE/QUOTE: This is an order for commercial services. The line item(s) will be quoted and completed in accordance with the terms and conditions and specifications included herein including standard commercial warranty for all work and parts. The Department of labor Service Contract Act Wage Determination for St. Petersburg FL is applicable. Offerors can obtain the wage determination by accessing the following website: www.dol.gov/wagedeterminiations. Prices quoted for contract line item numbers (CLINS) 0001, 0002, 0003, 0004 and 0005 shall be firm-fixed-price inclusive of all labor, inspection and maintenance costs. LINTE ITEM OOO1: Base year: February 1, 2009 through January 31, 2010. Perform monthly and yearly inspections and maintenance of all 50 fire extinguishers in accordance with the Statement of Work. Twelve (12) MO Unit Price $__________ Total Price $__________ Recharging of Fire Extinguishers for the period to include expellant and extinguishing agent: Type DryChem $_________ CO2 $_________ LINE ITEM 0002: Option Year I: February 1, 2010 through January 31, 2011. Perform monthly and yearly inspections and maintenance of all 50 fire extinguishers in accordance with the Statement of Work. Twelve (12) MO Unit Price $_________ Total Price $__________ Recharging of Fire Extinguishers for the period to include expellant and extinguishing agent: Type DryChem $________ CO2 $_________ LINE ITEM 0003: Option Year II: February 1, 2011 through January 31, 2012. Perform monthly and yearly inspections and maintenance of all 50 fire extinguishers in accordance with the Statement of Work. Twelve (12) MO Unit Price $_________ Total Price $_________ Recharging of Fire Extinguishers for the period to include expellant and extinguishing agent: Type DryChem $_________ CO2 $_________ LINE ITEM 0004: Option Year III: February 1, 2012 through January 31, 2013. Perform monthly and yearly inspections and maintenance of all 50 fire extinguishers in accordance with the Statement of Work. Twelve (12) MO Unit Price $_________ Total Price $_________ Recharging of Fire Extinguishers for the period to include expellant and extinguishing agent: Type DryChem $_________ CO2 $_________ LINE ITEM 0005: Option Year IV: February 1, 2013 through January 31, 2014. Perform monthly and yearly inspections and maintenance of all 50 fire extinguishers in accordance with the Statement of Work. Twelve (12) MO Unit Price $_________ Total Price $_________ Recharging of Fire Extinguishers for the period to include expellant and extinguishing agent: Type DryChem $_________ CO2 $_________ PERIOD OF PERFORMANCE: The period of performance on this contract is anticipated to commence February 1, 2009 and end January 31, 2010 with four one-year option periods thereafter. Signed and dated quotes must be submitted. Quotes must be received on or before close of business January 26, 2009. Quotes submitted in response to this notice must include the following in order to be considered responsive to this request: 1. A completed copy of the provisions contained in FAR 41.212-3, Offer Representations and Certifications-Commercial Items (annual certification may be made at http://orca.bpn.gov and included with your quote); 2. A copy of documentation that shows that the offeror is currently licensed by the Florida State Fire Marshall to perform fire extinguisher inspections and maintenance. 3. Past Performance References from no more than three sources. 4. Technical Proposal in which the offeror demonstrates its understanding of the requirements; ability to perform the work; availability of trained technicians; and time frame for the providing AOC the initial inspection report for the fire extinguishers; 5. Pricing. The evaluation of quotes will be conducted as a commercial item acquisition in accordance with FAR Part 12. The evaluation of quotes shall be based on the offeror's responsiveness to the item listed, past performance including recent experience, availability of trained technicians, time frame to complete initial inspection, location of contractor's facility, and offeror's price proposal. The Government will award the order to the contractor that is considered the best value. All responsible offerors may submit a response to this notice that will be considered by the agency.
