Description
The United States Department of Agriculture - Animal Plant and Health Inspection Service (APHIS) intends to issue a sole source purchase order to McClure Company under the authority of FAR 6.302 for the following requirement: factory authorized services to inspect, test, adjust, and perform maintence on the NPGQC building automation system. The NPGQC’s building automation system is a proprietary control system manufactured by American Auto-Matrix. The service needs to be performed by a trained and certified Auto-Matrix specialist. McClure Company has been the factory authorized American Auto-Matrix brand automatic temperature control (ATC) systems provider for USDA since April of 2001. Auto-Matrix has divisional territories that prevent dealers of their product from competing against one another. As a result, McClure Company has been the only authorized Solutions Integrator (dealer) working on NPGQC’s Auto-Matrix building automation systems BAS) for the past 7 year. Because McClure is the authorized dealer, it is not possible to use another company to service the Auto-Matrix product. The circuitry within the “smart” panels located throughout the facility is software driven. The database created and programmed by McClure Company is not fully compatible with other building control systems manufacturers such as Siemens or Honeywell. A Siemen’s chiller controller or boiler sequencing program is not compatible with the Auto-Matrix system and would not function. At this time there are no common software protocols between building automation systems which would allow for the competitive pricing. As a result, any new or replacement component to the building automation system must be American Auto-Matrix. Lastly, an authorized Auto-Matrix technician is needed in order to not void any warranties that are associated with the building automation system. Interested sources that are capable of providing the equivalent service listed above are encouraged to submit statements of capability to this contracting office. Small business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive (i.e., non-brand name) procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
