Description
The U.S. Fish and Wildlife Service, Portland, Oregon, has a requirement for a cultural resource survey for the Overlook Fire Burned Area Rehabilitation (BAR) Rangeland Drill Native Seeding Project. Project involves reseeding of approximately 7763 acres of burned are on the Handford Reach National Monument located in Grant and Franklin Counties, Washington. Brief project description as follows: The Overlook Fires occurred in July 2007. The proposed rehabilitation efforts, which require immediate action, involve reseeding approximately 7763 acres. The project involves seed-drill operations, set at no deeper than 2" depth, which will be pulled by a tractor with a surface cultipacker to compact the drill seed rows. The Area of Potential Effects (APE) is approximately 7763 acres and can be found on the Locke Island and Savage Island USGS 7.5' quadrangles (for Overlook) (Figures 1 and 2). Tasks include a cultural resources field survey to be completed for the overlook APE (7763 acres) and results of the survey to be documented in a report. Project will be accompanied by a Performance Work Statement. Pricing shall be FOB destination. This will be a "best value" procurement with award based on 1) Professional qualifications of personnel accomplishing the work; 2) Experience and technical competence to do this type of survey work; 3) Capacity to accomplish the work in the required time frame; and 4) Price. Evaluation factors, when combined, are significantly more important than price. The solicitation response date will be approximately 14 days from posting date. No further notice will be posted on Fedbizopps.
