- THIS IS A SOURCES SOUGHT NOTICE FOR THE FOLLOWING A/E SERVICES RELATED TO PROJECT# 405-09-101 FCA, UPGRADE BUILDING 1, HVAC, AT THE VAMC, WHITE RIVER JUNCTION, VT.Provide professional A/E design services, technical specifications, working drawings, cost estimates, as-built drawings, construction period services, and site visits for NRM Project # 405-09-101 FCA, "Upgrade Bldg 1HVAC", at the VA Medical Center in White River Junction, VT. The A/E shall provide services for a Design, preparation of Contract Documents, and Construction Period Services, for a non-recurring maintenance (construction) project to develop a long range improvement/upgrade plan for the HVAC system in the facility's original hospital building, Bldg 1. Design to construct the initial of the planned improvements. Such work may include upgrade of controls, upgrade to VAV distribution system, ductwork, air handling, humidification, chilled water, condensing units, and energy recovery work. Schedule - Design to be completed to allow an award of the Construction Contract in December 2009. Construction cost estimated to be in the range of 1.0 to 2.0 million dollars. The A/E offices must be within a 200 mile radius of the VA Medical Center in White River Junction, VT. All work must be designed within a construction price limit. The following factors will be considered: reputation and standing of the firm and its principal officials with respect to professional performance, general management and cooperativeness/record of significant claims against the firm because of improper or incomplete architectural and engineering services, specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. The A/E will provide a cost estimate at each review and a final cost estimate to perform the above work and will design only those items that can be provided within the cost limitation. Submission requirements are the schematic design submission (25%), a design development submission (50%), two construction document submissions (75% and 95%), and a bid document submission, each with refined cost estimates as required. This requirement is to provide all labor, transportation and supervision necessary to conduct any required field investigations and complete working design drawings. The Medical Center must be able to remain operational throughout the construction period and a detailed sequence of work will be provided by the A/E to minimize impact of the construction. The A/E will provide four sets of documents at each submission including a cost estimate and all information on CD, and will provide a set of AutoCAD drawing files on CD, 2 CD's of final drawings and specs in Microsoft Word at the final submission to enable procurement actions. Estimated duration of design is to be 5 months, with construction period services expected to be 1 year. The time between completed design and construction start is expected to be between 6 months and 13 months. Submissions of SF 330s are due NLT Feb 12, 2009. All respondents must be registered at www.ccr.gov for bids to be accepted. This notice is subject to availability of funds. Please note that this is not a Request for Proposal and the Government is seeking information for planning purposes only and does not constitute a solicitation or a commitment by the Government to later publish a solicitation. This announcement is not a request for competitive quotations. No solicitation document is available and telephone inquires will not be honored; however interested parties may submit literature detailing how their services meet the VA requirements to the Contracting Officer.
