Description
The Bureau of Reclamation, Yuma Area Office in Yuma, Arizona has a Commercial Item Requirement, Firm Fixed Price for replacement upgrade to two panel mount industrial computers, in an existing electrical Supervisory Control and Data Acquisition (SCADA) system. Request for Quotes No. 09SQ340050 will be issued for this requirement. The work to be performed under this requirement consists of replacing the current panel mount industrial computers located at Imperial Dam and Senator Wash in Imperial County, California. The computers' software will need to be upgraded to provide an up to date interface. The computers will require programming upgrades to add functionality the current system lacks. The system hardware and software upgrades must keep existing functionality while allowing the opportunity for future features, operation, and equipment. The existing computers are GE Fanuc Display Station 2000 branded Programmatic Logic Control (PLC) systems running the Windows NT operating System. These systems are part of a General Electric (GE) Power Management solution that aids in the distribution and control of power. All equipment is of industrial nature. Contractors must provide industrial panel computers that are compatible with all fractions of the existing GE Electrical Distribution and Control Power Management solution. Also, contractors shall provide an upgrade to the existing Cimplicity software from GE Fanuc. For this acquisition, the North American Industrial Classification System Code is 541512 and the small business size standard is $25 Million. For contractors interested in inspection of the site, a tentative site visit date has been scheduled for January 29, 2009. Detailed information regarding site visit will be provided in the solicitation. This acquisition is a total Small Business Set-Aside. Large businesses are encouraged to submit quotes in the event that responsive small business quotes are not received. It is anticipated that the RFQ will be issued on or about January 23, 2009 and the date and time for receipt of proposals will be on or about February 6, 2009, 4:00 p.m. local time, however all dates in this announcement are subject to change. The RFQ will be issued via www.fedbizoppps.gov but the Government reserves the right to issue the RFQ on paper or CD-Rom in the event the website becomes inoperable or if the Contracting officer determines it is in the Government's best interest to do so. Offerors should register on the website to be included on the offerors list in order to receive notifications pertaining to the RFQ, or visit the website after January 23, 2009, in order to access the RFQ and any subsequent amendments and/or notices. Effective October 1, 1997, contractors are required to register their firms in the Central Contractor Registration (CCR) database prior to receiving a contract award. This database provides basic business information, capabilities, and financial information to the Government and complies with the Debt Collection Improvement Act of 1996, which requires federal agencies to have the Taxpayer Identification Number (TIN) of every contractor and to pay every contractor through electronic funds transfer. Registration can be accomplished through the World Wide Web at http//www.ccr.gov. Lack of registration in the CCR database will make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. Offerors will be required to complete the annual representation and certification electronically via the Online Representation and Certification Application (ORCA) website at http://orca.bnp.gov.
