This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined Synopsis/Solicitation W81NTE83308501 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. This acquisition is solicited on a 100% Small Business Set-Aside for NAICS 334513, size standard 500 employees. All responsible sources may submit a quotation which shall be considered by the agency. The requirements of this solicitation are for a Centralized Environmental Monitoring System to provide alarming notification and data logging for designated refrigerators, freezers, and lab equipment for Brooke Army Medical Center, Fort Sam Houston TX 78234. Required delivery is 70 days ARO, FOB Destination. Line item no. 0001: Centralized Environmental Monitoring System in accordance with the sub line items and salient characteristics, 1 each. Sub line item 0001AA: AmegaView Software, Amega Scientific Corp. item no. AS-AmegaView Software-WS or equal; 1 each. Sub line item 0001AB: AmegaView Communications Panel, Amega Scientific Corp. item no. AS-Gateway-WS or equal; 9 each. Sub line item 0001AC: AmegaView Phone Dialer Panel, Amega Scientific Corp. item no. AS-Dialer-WS or equal; 9 each. Sub line item 0001AD: Repeater, Amega Scientific Corp. item no. AS-Repeater 4.9.9 or equal; 25 each. Sub line item 0001AE: Wireless External Temperature Transmitter, Amega Scientific Corp. item no. AS-WS-418-TMP-EXT-10K or equal; 100 each. Sub line item 0001AF: Upgrade of Existing Rees Monitoring Systems, Amega Scientific Corp. item no. AS-Upgrade or equal; 1 each. Salient characteristics: - Centralized environmental monitoring system which provides alarming notification and data logging for designated refrigerators, freezers, and lab equipment to include integration of existing environmental monitoring systems into one centralized system. - Windows based multi-user software for use with a Government furnished SQL database. - Wireless system. - Includeds licensed software, user manual, 1 AS-Gateway and 1 AS-Dialer. - Gateway between server and input/output points and wireless receivers. - LAN connection. - 4 hour battery backup. - Informs users of alarms via voice - Receives transmissions from wireless sensors at either 418 or 900 MHz and relays at 900 MHz extending transmission range of wireless sensors. - Wireless external temperature transmitter with a measuring range of -40 DEG C to +85 DEG C. - Installation and validation of 100 wireless points, upgrade and integration of 114 Rees Scientific hardwired and wireless points, and upgrade and integration of 117 Amega Scientific hardwired points. - Integrate existing BAMC Rees Scientific environmental monitoring systems: DCI Clinical Investigations Hardwired (27 points), Stem Cell Lab Hardwired (23 points), Blood Bank Wireless (41 points), Akeroyd Blood Donor Center Hardwired/ Wireless (23 points) - Integrate existing BAMC Amega Scientific environmental monitoring system at VETCOM Bldg 2630, currently monitoring a total of 117 points. Not to exclude 6 Sensaphone remote monitoring devices throughout the MTF and various refrigerators/ freezers hardwired into the Facility Management building management system. - Include the following six (6) sites in the installation/ integration of the centralized environmental monitoring system: 1. Brooke Army Medical Center 3851 Roger Brooke Drive, Bldg. 3600 2. Institute of Surgical Research 3851 Roger Brooke Drive, Bldg. 3611 3. Microbiology VETCOM 2472 Scholfield Rd., Bldg. 2630 4. Akeroyd Blood Donor Center 1240 Harney Rd., Bldg. 1240 5. Mcwethy Troop Medical Clinic 1279 Garden Ave., Bldg. 1279 6. Camp Bullis Troop Medical Clinic USA8Z Health Clinic Bldg. MED 1 Camp Bullis, TX 78257 - Capable of being programmed and interrogated by multiple users simultaneously via the BAMC computer network. Client/ server based system with optional Web interface, capable of monitoring via hard wired, wireless, or any combination of wired and wireless monitoring probes. - Capable of operating independent of the PC or Network will perform all of the monitoring, alarming, data collection and off-site notification whether the graphical interface is operable (PC is on or off-line). - Forced comment capabilities that will force the users to add a comment in order to be able to turn On/Off alarms. - Fully compatible with the 2003 server or later. - Capable of using floor plans for identification of input locations at BAMC and outlining clinics. - Provides an audit log that documents all system program changes, input calibrations, and access code changes, in order to show what the conditions were, what they were changed to, and who changed them. - Sensors available in all of the following configurations: RTD Temperature Devices (2, 3, & 4 wire) Thermistor Temperature devices, Thermocouple Temperature Devices (J, K, &T), Ultra Cold Temperature Devices (-85 degree C), Cryogenic Temperature Devices (-200 degree C), DC Analog Inputs, DC Current Inputs, Temperature Only & Temperature Humidity Sensors, Shaker Sensors, and Switch Closures or Equal. - Utilizes existing infrastructures of all 5 environmental systems, including the reuse of wiring, wireless repeaters, and multiple dialers. - Capable of integrating the 4 existing Rees Scientific and 1 Amega Scientific environmental monitoring systems and adding 100 monitoring probes. - Provides inputs capable of 0.1 degree C resolution and continuous digital transmission at each sensor location. - Capable of monitoring of up to 500 wireless and or 1000 hard wired monitoring probes. - System is 21 CFR 11 compliant. - Installation, testing, calibration, and an annual validation of the sensors, hardware components, and software of requested centralized environmental system with supporting documentation. - Unlimited training of users on the operation and maintenance of the system. - 1 year maintenance of existing system with 117 sensors.
