Description
The Federal Aviation Administration (FAA) is seeking potential sources for Finance and Business Services (FABS) to support the FAA's Telecommunications Services Group (TSG). This procurement will be a Small Business set-aside. The FAA is planning to procure FABS on GSA Schedule 520, Financial and Business Solutions (FABS). The expected contract value is approximately $3 million a year. The purpose of this work is to assist the FAA's Telecommunications Services Group (TSG) with life-cycle business and financial management support: cost estimating, budget formulation, financial execution, financial tracking, funds control, end of fiscal year closeout. The TSG provides telecommunications network services to the FAA and outside organizations. Financial support includes both financial management of FAA appropriations to include Operations and Facilities and Equipment (F&E) funding and funds received from customers including FAA program offices, DoD, and other federal agencies. Demonstrated experience with FAA financial systems preferred. This competition will be for the Business and Financial Management task on the current BFMS contract, DTFAWA-04-C-00017, with NCI/OTS, Inc. The remaining tasks on the BFMS contract are not expected to continue. The current requirements for business and financial management support include, but are not limited to, the following areas: 1.Financial management. Maintain automated financial tracking systems for both obligations and expenditures. Maintain a repository of all financial data and financial transactions. Track funding under a continuing resolution; perform financial reconciliation, and end of Fiscal Year closeout. Track contract actual costs, invoicing and project estimates to complete. Initiate and track procurement requests. 2.Budget Formulation. Develop current year and out-year budget forecasts and documentation. Conduct budget meetings, develop budget justification and supporting documentation, and respond to senior level budget inquiries. Prepare budget guidance, policy, and documentation and impact statements. Develop cost benefit analyses and cost tradeoff studies. Maintain budget history. Prepare cost estimates. 3.Funds Control. Track funding to ensure organization meets budget targets and is not anti-deficient. Support funds certification role of TSG. Develop and track quarterly spend plan and recommend contract funding profile. 4.TSG Integrated Funding Process. Management of customer funds. Includes receipt of funding memos, status of funds, technical liaison, tracking agency and operational requirements. Manage reimbursable funding. 5.Integrated Financial Management System (IFMS) - Demonstrated experience with use of COGNOS-based data systems, data warehousing, and data cubes. Ability to manipulate, manage, and pull data from complex data systems. 6.Communication - Prepare financial policy, briefings and white papers. Prepare high quality presentations, briefings, graphs, charts, and tables. Translate and distill complex financial information into high quality executive-level information. The support efforts provided by the Contractor will necessitate a close proximity, within 15 minutes access by walk or public transit, to the national TSG offices located at 800 Independence Ave., S.W., Suite 500W in Washington D.C. The FABS solicitation and contract will contain the following Organizational Conflict of Interest (OCI) clauses: 3.1.7-4, Organizational Conflict of Interest SIR Provision (March 2006), 3.1.7-1, Exclusion from Future Agency Contracts (August 1997), and 3.1.7-2, Organizational Conflicts of Interest (August 1997). Due to the sensitive nature of this support, a non-disclosure agreement must be signed by all vendor employees after contract award and prior to start of work. Also, award of this contract may preclude the winning vendor from bidding on other FAA Telecommunications Services Group (TSG) contracts. Sources interested in this procurement should describe recent and relevant Government or private sector experience including contract numbers and points of contact, which demonstrates ability to meet and manage all of the above requirements. Also, include your GSA Schedule 520 contract number, if available. In the event, a Schedule 520 is mandatory for contract award, vendors must submit a contract number prior to the release of the solicitation. Contractors who meet the criteria are encouraged to submit a response, limited to 5-pages, by email to dixie.harper@faa.gov, no later than 2:00 PM January 29, 2009 specifically addressing the above requirements. Please provide a completed Business Declaration form, see attached, that will not be included in the 5-page limit. The FAA reserves the right to make a down-select decision prior to release of the FABS solicitation. These decisions will be made after receipt and evaluation of responses to the above requirements. Each down-select decision will be based upon identification of those Offerors deemed to be least likely to receive the award. Any Offeror eliminated from further consideration will be officially notified in writing. The FAA will not pay for the information solicited, nor reimburse the Offerors for any costs incurred in the preparation or submission of any response to requests for proposals or in making necessary studies or designs for the preparation of such proposals.
