Kingman Road, MSC 6201, Fort Belvoir VA 22060-3201 UNITED STATES This is a SOURCES SOUGHT NOTICE; There is no solicitation available at this time. No responses will be provided for request for a solicitation. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Defense Threat Reduction Agency (DTRA) seeks potential sources concerning bulk neutralization of chemical and biological (CB) agents in storage with unique conventional weapon payloads. The Government will use the responses to this Sources Sought Notice to possibly plan and conduct research and development of one or more candidate concepts as a technology demonstration project. The purpose of this Sources Sought Notice is to solicit information on new and innovative conventional weapon technology ideas and concepts that can neutralize (e.g., kill or decompose) large quantities of containerized CB warfare agents with no or minimal intentional release, significantly reducing collateral effects. This type of capability is envisioned to directly transfer the neutralizing energy, environment, or materials into the containers negating the need to intentionally release agents. Note that ionizing radiation technologies for bulk neutralization have shown promise in this area, but are beset with potential political and legal issues, and may create further collateral damage concerns. Consequently, alternative conventional technologies are sought that can neutralize large quantities and a wide variety of CB agents, and can easily be integrated into weapon systems. Possible ideas have included but are not limited to energy storage materials/devices and long-term combustion systems/cycles. Proposed technologies must satisfy the criteria below to be considered within the scope of this Sources Sought Notice. 1.The proposed technology or concept does not rely on nuclear or atomic energy to produce its neutralization environment and effects. 2. The proposed technology or concept must attempt to minimize the release of viable CB agents during and following a weapon attack. 3. Describes the underlying theory of the technology and its effect(s), and proposed concept(s) of operations. 4. The proposed technology or concept has potential to be incorporated into existing or near-term inventory weapons configurations. Modifications to current weapons configurations are permitted within reason. 5. The proposed technology or concept does not violate any existing domestic and international laws, policies, or treaties. GOVERNMENT INFORMATION DTRA uses service contractors in fulfilling its mission requirements, including the review of the technology capabilities solicited in this Sources Sought Notice. Service contracts contain an organizational “conflict of interest” clause that requires service contractors to protect the data, and prohibits them from using the data for any purpose other than that for which it was presented. This Sources Sought Notice is for planning purposes only, and shall not be considered as a Request for Proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. This Sources Sought Notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No entitlement to payment of direct or indirect costs of charges by the Government will arise due to contractor submission of responses to this Sources Sought Notice or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this Sources Sought Notice. The information you provide will be used by the Department of Defense in determining whether it is feasible to conduct research and development of one or more technologies, and in selecting the method(s) for subsequently testing and demonstrating concept(s). Funds have been appropriated and received for the express purpose of performing research and development of Weapons of Mass Destruction (WMD) Defeat technologies. The Government does not plan to award a contract at this time, based solely on the responses from this Sources Sought Notice. Near-term research may be pursued via a Broad Agency Announcement (BAA) RFP, or other appropriate means. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. This synopsis is for information and planning purposes only. It does not constitute a formal RFP, and shall not be construed as a commitment by the U.S. Government. All information contained in this Source Sought Notice is preliminary, and subject to modification. RESPONSES Responses should include information about all relevant and applicable technologies available within the aforementioned timeframes and based on requested criteria. They should include information as described in requirement criteria. Respondents should also include company size and applicable North American Industry Classification System (NAICS) codes. Responses should be single-spaced, 12-point font, with numbered pages, and should not exceed 25 pages in length, including cover page, appendices, tables, and figures. Electronic submissions should use the following subject heading: “Bulk Neutralization R&D Candidate.” These submissions must be properly marked, and sent to the following e-mail addresses: jerry.fairchild@dtra.mil and ronald.mccreary@dtra.mil.
