Description

THIS OPEN AS AN IFB, INVITATION FOR BID, UPGRADE RANGE COMPLEX, PROJECT, VUBV 059124. The 184th Intelligence Wing, McConnell AFB, Wichita, Kansas intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price contract for Project VUBV059124, Upgrade Range Complex, Smoky Hill Air National Guard Range, Salina, Kansas. Provide all labor, materials, transportation, tools, equipment and supervision necessary for the construction of new facilities (22,346 square feet) and demolition of existing facilities (5,385 SF) and other project requirements in accordance with the drawings and specifications. Magnitude of this project is approximately between $5,000,000 and $10,000,000. Completion time is anticipated to take approximately 365 calendar days from Notice to Proceed. There will be an on-site Pre-Bid meeting, for all interested contractors and subcontractors, on 6 February 2009 at 9:00AM in the North temporary facility located inside the main gate of Smoky Hill ANG Range, Salina, Kansas. Bids will be accepted until 3 March 2009, 2:00PM, CST. This project involves the approximate construction of 10,000 SF (2-story) Operations Building, 3,360 SF Vehicle Parking Addition, 600 SF Storage Building, 4,800 SF Range Target Storage Building, 3,200 SF Range Residue Holding Building, and 386 SF Electric Generator Building. Add 3,150 SF to existing Workshop Building. Operations Building has a reinforced concrete foundation and floor slab with concrete masonry unit (CMU) block walls with brick on exterior, gypsum board on metal stud walls on interior, paint, vinyl wall covering. Roof: standing seam metal roof on metal bar joist. Mechanical Heating Ventilation and Air Conditioning System: Heat pump units with geothermal ground source field and loop and a fire suppression system reservoir storage tank which is rain-water-fed and supports sewage disposal. Electrical: Fluorescent Lights, Receptacles, Audio/Visual, Data, Voice, Mass Notification, and Fire Alarm Systems. The site will include concrete sidewalks and parking areas, galvanized fencing, gates, and an operable arm gate. Electric Generator Building has a reinforced concrete foundation and floor slab with CMU block walls with brick on exterior. All other buildings are metal building systems used primarily for storage and repair and are constructed out of metal panels on steel frame/girts and standing seam metal roofs on metal purlins. Exterior work includes: extending existing utilities and road accesses, extending communication trunks, and upgrading the existing entry gate to meet security requirements. Maintain existing Building 4001 during building construction of new operations building, demolish at completion of new operations building. Additional supporting facilities and infrastructure include: relocation/rebuild of the fuel station. Project will be fully Leadership in Energy and Environmental Design (LEED) certified as "Silver" incorporating sustainable development concepts.
