- Description
- The Pension Benefit Guaranty Corporation (PBGC) intends to negotiate an order with Barra, Inc., 2100 Milvia Street, Berkeley, CA 94704. This procurement is being conducted under Simplified Acquisition Procedures and only one responsible source will satisfy agency requirements. PBGC has retained the services of BlackRock Investment Management as a Strategic Partner, in part to provide best in class global investment program risk analytics. To provide refined equity analytics to PBGC, BlackRock needs certain data from Barra including its U.S. Equity Model Data and the Global Equity Model Data. For BlackRock to obtain this data from Barra to implement, PBGC must have a license Agreement with Barra. Barra is the only data vendor that is fully integrated into BlackRock solutions equity risk analytics. As a data vendor, Barra is considered state of the art in the industry. Use of another product would cause numerous technical difficulties and sub-optimal results. As long as PBGC uses BlackRock Solutions, PBGC will also need Barra data to analyze the equity portion the investment portfolio. This notice is not a request for competitive quotes. However, statements of capability to fulfill this requirement received from other responsible parties prior to 3:00 PM EST January 22, 2009 will be evaluated, for purposes of determining whether to conduct a competitive procurement. Offerors responding to this notice must provide a statement of capability via email to trimbell.mary@pbgc.gov.
