Description
The Sequoyah Management Office, under the Program Director, U.S. Army Space Programs Office at Alexandria, VA, intends to award a four year ID/IQ contract to purchase, deliver, and install commercial-off-the-shelf turn-key foreign media monitoring (FMM) translation systems, upgrades and/or enhancements, technical support, maintenance and training. The purchased systems will be located at various locations CONUS and OCONUS. This requirement is intended to serve as the primary contract vehicle that will provide ASPO with the capability to rapidly satisfy requirements for foreign media monitoring translation systems in support of Operation Iraqi Freedom (OIF), Operation Enduring Freedom (OEF) and Global War on Terrorism (GWOT). The governments requirement is for commercial off the shelf turnkey FMM translation systems available for purchase on the contract to include: a Broadcast Monitoring System, a Web Monitoring System, and an integrated Multi-Media Monitoring system. These systems must be network-ready, scalable, with ruggedized foreign media monitoring translation capability, deployable at multiple operational echelons, configurable to get maximum utility from translator resources and provide language translation and data storage integrated with analyst tools to correlate information and develop intelligence products for strategic or tactical use. The FMM acquisition strategy contemplated is award of a single Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with a Firm Fixed Price (FFP) pricing arrangement. The North American Industry Classification System (NAICS) Code for this acquisition is 334220 with an applicable size standard of 750 employees. A best value award is contemplated. Security Classification (DD254) level required is secret. The anticipated solicitation release date will be on or about 9 February 2009.
