Description
The U.S. Army, Army Contracting Command, Joint Munitions and LethalityContracting Center, Pictinny Arsenal, NJ intends to issue a modification to contract W15QKN-06-C-0154 for the FY09 Low Rate Initial Production of 110-125 Spider Units, Spare Parts, and Logistics Support. This action will cover a period of performance of 30 months with an estimated cost of $68,000,000. This action will be completed on a sole-source basis to the Joint Venture (JV) comprised of Alliant Techsystems, Plymouth, MN and Textron Defense Systems, Wilmington, MA under the authority of FAR 6.302-1(a), Only one responsible source and no other supplies or services will satisfy agency requirements and FAR 6.302-3(a) Industrial mobilization; engineering; developmental, or research capability; or expert services. FAR 6.302-1(a) is applicable as sole source to this JV entity is required in order to avoid substantial duplication costs and unacceptable delays that are not expected to be recovered through competition as this effort represents a follow on to the System Development and Demonstration (SDD) and Low Rate Initial Production (LRIP) Phase of the Spider Program. FAR 6.302-3(a) is also considered applicable to this effort as limiting competition of these items to the NTIB will maintain critical production capabilities of firms in the United States and its outlying areas. This NTIB restriction has been placed on these items to maintain the capabilities for the production and handling of Fuzing, Explosively Loaded Components Primers & Delays, Lead Azide RD1333 & Lead Azide Dextrinated, and Precision Machine Metal Parts. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals.
