- Scope of work consists of all management, supervision, labor, materials, supplies and equipment necessary to restore designated Historic Restrooms in the North Building of the United States Federal Building and Courthouse located at 517 E. Wisconsin Avenue, Milwaukee, WI. The project shall consist of renovation of restrooms in keeping with historic guidelines of the property. The Base Award shall be for 2 restrooms, with 2 options for 2 additional restrooms apiece. This is a full and open procurement and is open to all business concerns. Small business concerns, including HUBZone, veteran-owned, service-disabled veteran-owned, disadvantaged and women-owned businesses are encouraged to submit proposals. The North American Industrial Classification System (NAICS) Code is 236220 with a size standard of $31 million. This is a negotiated best value procurement. Best value method will be used to determine awardees. Evaluation factors will consist of Past Performance and Total Evaluated Price. The full solicitation will be posted on or about February 2, 2009. Proposals are due to the office of the Contracting Officer no earlier than 30 days following the full posting. A pre-proposal conference and walk-through will be held for this project at a date to be determined. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). FedTeDS is a secure website designed to safeguard Sensitive Unclassified (SBU) acquisition information. It is fully integrated with other electronic government initiatives such as FedBizOpps and the Vendor Past Performance System (VPP). VPP is a module within the PBS contract writing system that collects, maintains, and disseminates contractor performance information. You will then be required to access the vendor registration form by selecting the hyperlink entitled Register with FedTeDS and then choosing the Vendor Registration Form hyperlink. Funds are not yet available for this procurement. Award is contingent on availability of funds.
