- The Government intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with Illumen. This non-competitive action is being issued by the Washington Headquarters Services, Acquisition & Procurement Office (A&PO). This action is being processed in accordance with FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This requirement is for the renewal of Illumen Enterprise Licences. The contract will be awarded under Simplified Acquisition Procedures. This notice if intent is not a request for competitive quotes. No solicitation document is available; however, any party that believes it is capable of meeting this requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statement must be received by the response date and time of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely with discretion of the Goverment.
