Description
NAICS Code: 611699 The US EPA/OCEFT/CID/Homeland Security Division (HSD), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures and FAR Part 19 Small Business Programs, intends to issue a sole source purchase order to Hyperion LegionInternational, LLC for Tactical Rifle I and Tactical Convoy Operations II courses, weapons rental, Rifle Range Rental/Instructors and Classrooms Rental. The justification is as follows. Hyperion Legion International (HLI) has provided training to HSD in the past and is familiar with the specific training requirements required for HSD to expeditiously and safely fulfill HSD's force protection/personnel security mission. HSD knows of no other source of training that can provide the required components with qualified instructors and the associated infrastructure (i.e. classrooms, shooting ranges, firearms, etc.). Additionally, HSD knows of no other source of training that can provide the required components with qualified instructors and the associated infrastructure (i.e. classrooms, shooting ranges firearms, etc.) and have the ability to do delivery within the timeframe required by HSD. Due to the exigencies of the government's business, HSD requires initial and recurrent training to commence as soon as possible with the various weapons systems. Proper training with the HSD duty weapon, the M-4 carbine and 870 shotguns are critical to the safety and security of the Special Agent in the field, his/her protectees and the public, and substantially reduces the liability to the Agency. HSD requires training of its staff in advanced methods utilized in force protection/personnel security to be able to expeditiously and safely fulfill its mission pursuant to the Agency's Homeland Security Strategy; the National Response Framework and Homeland Security Presidential Directives (HSPD) 4, 5, 7, 8 and 10. Furthermore, under the auspices of FAR subpart 19.1406, HLI is a service-disabled veteran owned small business source. HSD knows of no other service-disabled veteran owned small business source of training that can provide the required training with qualified instructors and the associated infrastructure (i.e. classrooms, shooting ranges firearms, etc.) and have the ability to do deliver within the timeframe required by HSD. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered. Responses to this announcement must be in writing to the contracting officer at daniels.ryan@epa.gov.
