- Description
- The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement for National Instruments PXI testing and calibration instrumentation. The set-aside for small business concerns has been dissolved. The NAICS code is 334516. The proposed contract action is being solicited on a sole-source basis to National Instruments. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The existing instrumentation used for RADIAC Calibration required under the (SE700-AA-MAN-250/RADIAC) RADIAC Equipment Calibration Procedures Manual is no longer available for purchase, or supported for repair, due to non-availability/obsolescence of spare parts. NAVSEA 04LR, through the In Service Engineering Agent (ISEA), researched new equipment for the next generation of testing and calibration instrumentation for the Navy, leading to the selection of National Instruments PXI testing and calibration equipment. National Instruments has the only PXI equipment that meets all the specifications for RADIAC calibrations. The Navy has invested in research and development, an obsolescence study, a return on investment analysis, and pilot-test prototypes. National Instruments is the manufacturer of the PXI testing and calibration equipment and the creator of the LabView software with which the equipment must be compatible. Award to any other source would result in (a) substa! ntial duplication of cost to the Government that is not expected to be recovered through competition, and (b) unacceptable delays in fulfilling the agency's requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by 31 January 2009, at 5:00pm will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
