- Provide professional architectural and engineering Service required to prepare construction drawings and specifications, construction estimates, and construction period services. The working drawings and specifications for this design shall include, but not be limited to, areas of alterations described in this scope of work. This project will entail the continuation of previous phases involving upgrades to the DDC (Direct Digital Control) controls that will expand the capability of the boiler plant personnel to interface directly with the environmental control system throughout the medical center. This includes building on the new technology (communications backbone) in place as a result of previous phases (the Tridium "web based" control system) with the goal of eventual (total) removal of all Andover controls at the conclusion of this project. The VA will provide to the A/E information regarding the previous phases of work as well as contacts with personnel that were directly involved with the design and installation of those phases of work. The completed design is to reflect all applicable fire and building codes as well as any special VA construction specification requirements. There will be a total of three submissions of design as outlined in the next section of this scope of work. In addition to design, A/E will provide construction period services consisting of the review and response to requests for information, review and approval of submittals and, as necessary, site visits to resolve design or installation issues that cannot be resolved by any other means. The A/E will also be expected to attend the scheduled final inspection to provide review to the VA and produce, if needed, a "punch-list" of items requiring remedial work by the installation contractor. Upon completion of construction and acceptance of the installation, the A/E will provide "as-built" drawings to the VA in both hard and electronic copy. The estimated construction budget is between $500,000 and $1,000,000. The area for consideration for this acquisition is restricted to a 250-mile radius of Dublin, GA. The North American Industry Classification System (NAICS) Code is 541330. The small business size standard is $4,500,000 in annual gross revenues averaged over the past three years. This is not a request for proposals. No material will be issued and no solicitation package or bidder/plan holder list will be issued. This procurement is set aside for Service-Disabled, Veteran-Owned Small Businesses. See numbered note 29.
