Description
1.0 Summary All responsible sources may submit a proposal which shall be considered by the agency. The Aviation Integration Directorate desires to procure, on a best value basis, a replacement for the lightweight Hellfire electronics assembly on the A/MH-6M Mission Enhanced Little Bird (MELB) special operations aircraft. The new lightweight weapons controller (LWWC) will be a line replaceable unit (LRU) that shall interface with the existing lightweight Hellfire launcher, Rockwell-Collins Cockpit Management system, and the existing weapons interfaces on the MELB. The contractor/supplier shall be responsible for providing the lightweight weapons controller, conducting and documenting the airworthiness qualification testing of the electronics, providing the documentation necessary to integrate and operate the system, and providing engineering support during system integration. In the event that the contractor's equipment fails to meet the system requirements, the contractor shall be responsible for all redesign, rework, failure analysis, retesting, and other associated efforts required to bring all equipment, delivered or otherwise, up to the requirements specified. The contractor shall provide test and production facilities required to meet the test and delivery schedules. 2.0 Delivery Schedule and Unit of Issue The contractor shall supply a total of 33 units, 5 pre-production units that will be used for qualification testing and systems integration, and 28 production units. The pre-production units shall be delivered within 12 months after the award of the contract and the production units shall be delivered within 24 months after the award of the contract. The items shall be delivered FOB destination. 3.0 Size and Weight 3.1Size The Lightweight Weapons Controller including connectors shall fit within a box defined by the following dimensions: HeightNot greater than 5.00 inches Width Not greater than 8.50 inches LengthNot greater than 11.00 inches 3.2Weight The Lightweight Weapons Controller shall not exceed 10 pounds. 4.0 Contract Line Item Number (CLIN) Structure CLIN 0001 Preproduction A/MH-6M Lightweight Weapons Controller CLIN 0002 Production A/MH-6M Lightweight Weapons Controller CLIN 0003 Warranty CLIN 0004 Technical Data 5.0 Evaluation Factors 5.1 Major Factors 1. The offeror must have the capability to obtain access to all the intellectual property necessary to perform the contract.
