Description
The VA Pittsburgh Healthcare System (VAPHS) intends to negotiate on a sole source basis pursuant to FAR 6.302-1 with MTS Systems Corporation, 14000 Technology Drive, Eden Prairie, MN 55344 for a Axial Torsion Upgrade to Bionix Prothetics Tester Frame. This upgrade will include: 1) Rotary actuator/spine assembly, 270 degree, 200NM, for Axial/Torsion configuration. 2) Manifold assembly-proportional standard, Axial/Torsional, 3) 252:10gmp Axial and 5 gpm Torsional servo valve set. 4) Calibration. Full range for 493.25. 5) 25 kN Actuator, 6in. stroke, M12x1.25 mm mounting threads. 6) Installation and Commissioning for 858 Axial/Torsional Systems. 7) Engineering to modify standard actuator/crosshead assembly to mount on Bionix floor model frame. The MTS upgrade with existing load frame will provide torsional control to comply with research study of testing foot prosthetics for amputees. The international standards followed for conducting the tests is known as ISO 10328.2006 (E). Compliance to follow 10328:2006(E) requires test procedure subsection 17.1 "separate static test in torsion" to be performed. The cross head upgrade provided from the MTS cooperation can provide the appropriate torsional loads required by the ISO 10328:2006(E) subsection 17.1 standard while mounted on the existing load frame. The aforementioned upgrade must be performed by a factory trained MTS technician. Service performed by other than a factory trained technician will render the warranty null and void. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contracting Officer no later than January 20, 2009, C.O.B. Responses should be sent to Cheryl.Ebert@va.gov. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
