Description
Scope of work consists of, but is not strictly limited to, renovating existing space on the first floor, basement, and loading dock of the Dayton Federal Building. The project includes but is not limited to the following work: Selective demolition within the old postal work area of the Dayton Federal Building; Construction of interior spaces on the first floor for the USMS including prisoner processing & holding cells, offices & conference rooms, and a command & control center; and the addition of a vehicular sally port at the existing loading dock. Alterations to site features as required by the vehicular sally port include grading, paving, storm site piping, and sanitary piping. The project also includes the following: Demolition and construction of electrical and voice/data wiring and outlets in the construction areas, including the basement; and mechanical and fire protection modifications in the construction areas including the basement. The contractor shall provide all rough-ins necessary for all electronic security equipment required for this project that shall be installed by a separate contractor. The project will take place at the Dayton Federal Building; 200 West 2nd Street; Dayton, OH 45402. The contractor will provide all management, supervision, manpower, equipment, and supplies necessary for this project. Further, the prospective contractor must fully demonstrate their ability in renovating existing space at a commercial or government facility, in a manner that complies with Federal, State and local regulations and laws and within the time frames required. After award is made, the contractor’s performance will be monitored both on-site and through periodic performance evaluations, as required. The contract completion time for this project is 330 calendar days from receipt of notice to proceed. Performance, payment and bid bonds as well as a bid guarantee will be required. The estimated cost range is between $1,000,000.00 and $5,000,000.00. This is a negotiated, best value procurement. The solicitation is open to all business concerns in accordance with the Small Business Competitive Demonstration Program. The North American Industry Classification System (NAICS) code for this procurement is 236220 with a size standard of $31 million. The Request for Proposal will be issued on or about February 2, 2009. The solicitation cited above can only be obtained by accessing a secure website known as Federal Business Opportunities (FedBizOpps). FedBizOpps is designed to safeguard sensitive but unclassified (SBU) acquisition information. It is fully integrated with other electronic government initiatives such as the Central Contractor Registration (CCR) database. It is available for use by all Federal agencies. In order to obtain information from FedBizOpps, you will first be required to register with CCR. The Central Contractor Registration database is a part of the Business Partner Network, an e-gov initiative, and it will be used to validate vendor identity. Effective October, 1, 2003, all government contractors must be registered in CCR prior to receiving an award. You may access CCR via the following URL: http://www.bpn.gov. Once you have registered with CCR you will be required to register with FedBizOpps. No federal materials can be downloaded until you have registered under both sites. You may access FedBizOpps via the following URL: https://www.fbo.gov. At a minimum, all vendors must supply the following information: Your Company’s Central Contractor Registration (CCR), Marketing Partner Identification Number (MPIN) [Note: You can obtain this from your Company’s CCR Point of Contact], your Company’s DUNS Number or CAGE Code [Contact Dun & Bradstreet at 1-800-333-0505 if you do not have a D&B Number], your telephone number, and your e-mail address. Any questions regarding this notification should be directed to the Contracting Officer whose name appears herein. Potential offerors will be responsible for downloading the solicitation and monitoring the website for any amendments to the solicitation. All responsive offers from responsible offerors will be considered.
