Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf ot the Precision Engineering Division, intends to negotiate on a sole source basis with Team Nanotech of Germany, to provide tips for a VeecoCritial Dimension Atomic Force Microscope (CD-AFM), Model Number SXM320, currently installed in the NIST Advanced Measurement Laboratory (AML). The Precision Engineering Division is responsible for dissemination of the SI meter across all length scales. Within this division, the Surface and Microform Metrology Group uses various technologies – including stylus profiling, optical microscopy, and atomic force microscopy – to fulfill this mission in the micrometer and nanometer ranges. Toward this end, the group maintains a Critical Dimension Atomic Force Microscope, a Veeco, model number SXM320, which is used primarily for linewidth measurements in the 100 nm range. The subject of this procurement is the CD-AFM tips. The Veeco SXM320 is designed to operate with a specific type of CD-AFM tip, which was originally manufactured for Veeco by Team Nanotec as a sub-contractor. At present, the only brand of CD-AFM tip which is compatible with the SXM320 is sold under the Team Nanotec brand name as the SXM-XXX series of tips. The applications for which NIST now uses the SXM320, predominantly require the SXM-CDR120, SXM-CD100, and SXM-CD75 type of tips, with a secondary need for the SXM-CD130 and SXM-CDR70 series. These tips must be supplied on an SXM320 compatible substrate, and meet the dimensional requirements for tip width and flare (overhang). These widths are 130 nm, 120 nm, 100 nm, 75 nm, and 70 nm, respectively for the CD130, CDR120, CD100, CD75, and CDR70 tips. The total overhang (both sides) on all tips must be at least 10 nm. These tips are commercial items. Team Nanotech has developed the technology and has proprietary rights to that technology. Team Nanotech has no known distributors, therefore, they are the only source who can provide the required CD-AFM tips. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by February 2, 2009, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
