Description
This Request for Information (RFI) is for Heavy Lift Rotary Wing Airlift Support Services for Colombian Military (COLMIL) Forces in Colombia, South America(South Central area). Requirement includes but no limited to personnel, services, equipment, tools, lubricants, fuel, facilities, maintenance, security, survival equipment, administration and management functions. Contractor is required to provide heavy lift, rotary wing airlift services for transporting COLMIL personnel and cargo or equipment (no U.S. Government personnel or cargo will be transported) to various locations throughout the country such as Apiay, Arauca, Araracuara, Barranquillita, Bogota, Calamar, Cartagena, Cartagena de Charia, Cali, Florencia,, Grandada, Las Macarena, Larandia, La Tagua, La Uribe, Medellin, Mesetas, Miraflores, Mitu, Naiva (Huila), Penas Coloradas, Puerto Asis, Puerto Leguizamo, Rio Hacho, San Jose de Guaviare, Santa Marta, San Vicente de Caguan, Santurna Putumayo, Saravena, Tolemaida and Tres Esquinas. Aircraft needed to meet mission requirements are, as a minimum, three (3) multi-engine, unpressurized helicopters with the capability to fly at Mean Sea Level (MSL) of 12,000 feet and nap of the earth. Helicopters must have the capability to transport a minimum of 22 armed, military soldiers with each individual carrying a load of 50 pounds, transport up to 4 tons internal and/or 3 tons external cargo, fly a minimum of 250 miles with autonomy of 2 hours, provide armored protection in or on the cockpit floor boards to stop 7.62mm rounds. Equipment shall include Global Positioning Satellites (GPS) with a minimum of one portable GPS locator, Emergency Locator transmitter (ELT), and Aeronautical Receivers (AM and FM). Contractor must be able to accept cargo in either internal or sling load configuration and transport hazardous materials (HAZMAT). COLMIL will provide fuel in direct support of this contract at no cost to the contractor. However, any fuel purchased by the contractor in support of this contract will be reimbursed by the government Contract will be awarded as a Requirements type contract with a base year and the option for two additional option periods. Estimated flight hours are 1200 hours for the base year, 800 hours for option year one and 500 hours for option year two. Invoice payments will be based on actual hours flown. The attached Performance Work Statement provides specific details and additional requirements for the rotary wing airlift support services. All interested contractors shall be CCR registered and respond to this RFI. Responses should include description of airraft type and current capability to justify your companys qualifications to perform these missions. THE U.S. GOVERNMENT IS NOT SEEKING PROPOSALS AT THIS TIME. THIS IS NOT A SOLICITATION AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCELMENT. This RFI notice does not constitute a Request for Proposals and is not to be construed as a commitment by the Government to issue a contract or task order. Responses to this RFI are due 25 January 2009 CST and all questions relating to this RFI must be submitted no later than 20 January.
