- THIS NOTICE IS EXTENDED UNTIL JANUARY 26, 2009, 4 PM ET. You have received this "Personal Services Contractor (PSC)" solicitation through the Department of State (DOS) Internet site. If you have any questions regarding this PSC you may contact the DOS Official named in the cover letter of this solicitation. Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Under the International Narcotics Control (INC) Program, the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), manages and funds bilateral narcotics control projects with the Government of Mexico (GOM). These projects are administered by the Narcotics Affairs Section (NAS) of the U.S. Embassy. The contractor shall assist NAS mangers in monitoring and reporting on narcotics control projects in Mexico. STATEMENT OF DUTIES As Training Advisor, the contractor will have the following responsibilities: (a) Conduct an analysis of Mexican law enforcement institutions and in consultation with NAS management, the Country Team and the GOM develop a short, medium and long-term training strategy for the Mexican law enforcement and judicial sectors, specifically police recruits, investigators, prosecutors, and judges. (b) Design and evaluate a training program based on the strategy co-developed by the GOM and the NAS. © Provide advice and assistance in implementing international narcotics control training projects administered by or coordinated by the NAS, as directed by the NAS Director. (d) Work with the US law enforcement agencies represented at Post to coordinate US training into an integrated plan that contributes to a strategic training program as co-developed by the US and Mexico. (e) Provide advice and assistance in preparation of documentation for procurement of training and non-technical commodities and the monitoring of procurement actions, including drafting source origin waivers, bid solicitations, scopes of work, and delivery and acceptance of items procures; (f) Provide advice and assistance in the preparation of monthly narcotics control reports; (g) Attend Embassy General and law enforcement meetings and national and international conferences and seminars as directed by the NAS Director, briefing the Director and reporting on major issues covered; (h) Provide advice and assistance in the preparation of the annual International Narcotics Control Strategy Report (INCSR); (i) Provide and assistance in end-use monitoring (EUM) of USG supplied commodities and in preparation of the annual EUM report (Phase I and II); (j) Provide advice and assistance in the formulation of NAS contribution to Mission Program Plan; (k) Provide advice and assistance in escorting and arranging appropriate itineraries for official travelers; and (l) Brief State Department, Congressional and other visiting officials and new embassy staff in the role of NAS and the status of U.S.-Mexico narcotics control efforts, as directed by the NAS Director; (m) Report on developments and trends in Mexican law enforcement. II.MINIMUM QUALIFICATIONS A.Citizenship: Must be a U.S. citizen who is able to obtain a Department of State secret security clearance. B.Education: Must have a Bachelors degree or equivalent (i.e. Associates degree with 5 years related experience) from an accredited institution or 10 years related experience in the military, law enforcement, international development, international affairs or public administration. C.Foreign Language: Must have a tested Spanish language proficiency at the FSI 3/3 level. D.Computer Skills: Must have a good working knowledge of MS Outlook, Word, Excel and PowerPoint. E.Work Experience: Demonstrated relevant work experience, especially in law enforcement investigations, law enforcement management and training, or criminal prosecutions. Minimum of 20 years experience highly desirable. F.Demonstrated experience in managing program resources, supervision of subordinates, communications and liaison skills. Demonstrated experience in project implementation, analysis and evaluation. G.Communications: An ability to communicate effectively, both orally and in writing, is necessary. Typing and basic computer skills. III.Evaluation Criteria Factor 1 Offeror’s relevant experience in planning and developing law enforcement training and ability to coordinate with host country civilian, police and military officials. Factor 2 Offerors’ knowledge of program management policies, concepts, practices and principles in order to analyze and develop recommendations for program operations. Factor 3 Offeror’s knowledge and experience of US Government procurement regulations.. Factor 4. An evaluation of applicant’s ability to perform under the contract based on past performance. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. B.COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
