Description
This announcement is for the purpose of soliciting names of construction contractors interested in submitting an offer to provide construction services for the design build of a Dining Facility (DFAC) at Al Udeid Air Base in the State of Qatar and is contingent upon availability of funds. Project Scope: The project consists of development of a Design-Build package for construction of a new Temporary Dining Facility (DFAC) and associated supporting facilities. This facility will be constructed as a single story temporary facility, pre-engineered building (PEB) on a concrete slab and include all necessary utilities. Facility shall be sized at 1,840 square meters. The work shall include the preparation of construction design documents and the construction required to provide fully functional facility. The magnitude of this construction project is between $1,000,000 and $5,000,000. The expected contract duration is 150 days. Additional Requirements: Only U.S. and Qatar contractors are invited to participate in this project. All firms applying shall be licensed to do business in the State of Qatar or demonstrate the ability to be licensed at contract award and will comply with the laws and regulations of the State of Qatar to become licensed. U.S. CONTRACTOR DEFINED: To be considered a U.S. firm, the firm must be incorporated and have its corporate headquarters in the U.S.; have filed corporate and employment tax returns in the U.S. for a minimum of two (2) years (if required) and has filed State and Federal income tax returns (if required) for 2 years; have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. JOINT VENTURE AS U.S. CONTRACTOR: Joint venture (JV) arrangements are allowed so long as the Government can classify the JV as a U.S. entity. For a JV to be considered a U.S. entity, the U.S. firm must be the controlling partner, with at least 51% vested financial interest in the JV. Plans and Specifications: Two (2) sets of the solicitation will be issued on compact disk (CD) to prime contractors at no cost. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using the best value tradeoff process. Offers from firms that do not qualify as United States firms will be evaluated by adding 20 percent to the offer. Both non-pricing (technical) and price proposals are required. The evaluation factors with their significance and weight will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-07-R-0015 is 18 July 2007. Tentative date for receipt of proposals is 01 September 2007. Tentative date to award the contract is 14 September 2007. Indicate on the request whether your firm is a prime contractor, JV, subcontractor, supplier, or vendor. In your request, state whether or not you need the base access forms for the site visit.
