- The Department of the Air Force, Electronic Systems Center, 853rd ELSG at Hanscom AFB, MA intends to award a Firm Fixed Price (FFP)/Cost Plus Fixed Fee (CPFF) contract to Raytheon Corporation, 1001 Boston Post Rd E, Marlorough, MA 01752-3770 to procure an Auto Trac II Radar Simulator, a MaxSim Tower Simulation System, and associated equipment and services to provide a turn-key installation for the Multi-National Security Transition Command - Iraq (MNSTC-I). To maintain commonality with Baghdad and existing Kirkuk Automation Systems and to facilitate rapid training and handover of Air Traffic Control operations to the Iraqi Air Force personnel at Kirkuk Regional Air Base (KRAB), the Contractor will provide the capabilities necessary for the procurement, delivery, installation, integration, and testing of one (1) AutoTrac II Radar Simulator System, and one (1) MaxSim Tower Simulator System, with ancillary equipment. These systems must be integrated into a contractor provided shelter at Kirkukand will be provided as an integrated turn-key installation. The AutoTrac II Simulator System shall provide specialized enroute and approach control training to Iraq AF personnel. The MaxSim Tower simulator System (TSS) shall provide control tower operations training to Iraq AF personnel to support Air Traffic control (ATC) operations. All site improvement and civil construction required for the installation of the Auto Trac II and MaxSim Tower Simulator systems and ancillary equipment will be provided. If a firm believes that it is capable of meeting the Government's requirements for an integrated, turn-key procurement of the Auto Trac II and MaxSim Tower Simulator, it may identify interest and capability to the Contracting Officer within fifteen (15) calendar days of this publication. Interested firms must indicate whether they are large, small, small disadvantages, 8a, or women-owned businesses and whether they are U.S. or foreign owned. Any firms interested in subcontract opportunities should contact Raytheon directly. If no affirmative written responses are received by close of business, (February 3, 2009) then a sole source contract will be pursued with Raytheon Corporation under statutory authority 10 U.S.C. 2304(c)(1) set forth in FAR 6.302-1(a)(2)(1) titled "Only one responsible source and no other supplies or services will satisfy agency requirements". A determination by the Government not to compete this proposed contract based upon response to this notice is! solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
