Description
Pursuant to Federal Acquisition Regulations (FAR) 6.302-1(a) (2) (A), the Mission and Installation Contracting Command, Directorate of Contracting Fort Hood, (MICC/DOC - Ft Hood) intends to award a sole source contract to American Water Operations and Maintenance, Inc. (AW), Voorhees, NJ, for the operation and maintenance of the Fort Hood Family Housing owned water distribution and wastewater collection system. The NAICS code is 221310 with a size standard of $7 M. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. The intended source for this action is AW. The justification for this noncompetitive solicitation is due to a portion of the infrastructure in the installation is currently owned by a third party, the Fort Hood Family Housing, known as the Residential Communities Initiative partnership (RCI). If a contract is awarded to a party other than AW, there will be significant concerns associated with having two different utility providers operating the same utility system. Firms wishing to challenge the sole-source decision must submit a letter of interest, referencing W91151-09-Q-0010 to MICC/DOC Ft Hood, demonstrating the firms ability to provide the equivalent services as described above. Firms shall also indicate whether or not they are a small business, veteran owned small business, service disabled veteran owned small business, small business women-owned, small disadvantaged business, or an 8(a) small business concern. Interested parties must provide rationale, including pricing, why they should be considered. Firms are requested to submit any challenges to the contracting officer by email to leeann.burke@us.army.mil no later than January 23, 2009, 1:00 p.m. Central Standard Time. Questions submitted by other methods will not be evaluated. It is the responsibility of the contractor to respond by the due date and time, and to verify successful receipt of their submittals.
