Description
This is a SOURCES SOUGHT announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. United States Property and Fiscal Office for Maryland (USPFO-MD) Purchasing and Contracting (P&C) is seeking qualified and interested parties with a first priority on U.S. Small Business Administration (SBA) certified 8(a), HUBZone, and Service Disabled Veteran-Owned Small Business (SDVOSB) and second priority on Unrestricted firms, sources with current relevant qualifications, experience, personnel, and capability to perform a proposed project for the Maryland Army National Guard. This is a design/build project for the design and construction of an addition/alteration to the Army Aviation Support Facility (AASF), Wiede Army Airfield, Edgewood Area (EA), Aberdeen Proving Ground (APG), MD. The project requires the renovation of Bldg No. 4081 and the reconfiguration of 11,500 SF of existing facility. The project involves the conversion of the existing AASF supply area to an Aviation Life Support Equipment (ALSE) shop, a 400 SF library/classroom, a 300 SF learning center, a 100 SF audio/visual storage area and a 1,203 SF Emergency Operations Center. The renovation of the existing facility includes the pneudraulics shop (727 SF), the engine repair shop (950 SF), the electrical shop (756 SF), airframe/welding/structural shop (1,933 SF) and 3,130 SF for a facility support function. The expansion of the AASF involves the construction of a 19,769 SF addition containing expanded supply and administrative functions and the relocation of the AASF supporting physical fitness and break area functions. Supporting the supply function is a 4,175 SF loading dock covered storage area, a 1,940 SY access road and a 1,242 SY building access apron. The expansion of the AASF hangar involves the construction of 33,455 SF of heated maintenance hangar storage space and 32,755SF unheated aircraft storage hangar space, accessed by a 7,424 SY hangar apron (rigid pavement). Completing the project is the construction of 5,333 SY of aircraft parking pads (UH-60) (rigid pavement) and 15,134 SY of taxiways (flexible pavement). Also required will be the construction of a 1,667 SY transit pad (rigid pavement). The facility infrastructure includes the design and installation of the facility water service for fire protection and domestic use, gas service, sanitary sewer connections and a storm water management system. The magnitude of this project exceeds $10,000,000. The NAICS Code is 236220 with a Small Business Size Standard of $31.0 million. The Government will use responses to this SOURCES SOUGHT announcement to make appropriate acquisition decisions. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references anticipated to be five to ten pages, following the set format. Respondents must include references and a capability statement for at least two completed projects within the last three years that are similar to the construction work and within the same dollar value magnitude (adjusted for inflation) of this notice. Each reference shall include the company name and title, telephone number, and point of contact. Submit a maximum of five (5) projects describing the following: 1) Past Experience: Describe projects completed in the last three (3) years that are similar in size, scope, and complexity. For each of the completed contracts/projects submitted, provide the title; location; whether prime or subcontractor work; contract and subcontract value; type of contract; contract completion date; customer point of contact including phone number; percentage of self-performed work and narrative of work your firm performed; and the performance rating of the work. 2) Bonding capacity: Provide name of surety, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 3 ) Identify any contracts your firm currently has or has completed for the Maryland National Guard within the last three (3) years, provide the title; and whether prime or subcontractor work. 4) Identify whether your firm is an SBA certified 8(a), HUBZone, Service Disabled Veteran-Owned Small Business concern, or Other Small Business. Respondents will not be notified of the results of the evaluation. However, USPFO-MD will utilize the information for technical and acquisition planning. All proprietary information not to be disseminated in Government documents must be clearly identified. Since this is a SOURCES SOUGHT announcement, no evaluation letters/results will be issued to the participants. Your response to this SOURCES SOUGHT announcement must be received by 1:00pm 18 February 2009.
