- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA8125-09-Q-0043. The solicitation is a request for quotations (RFQ). Closing date for quotations will be received at the issusing office until 22 January 2009. This solicitation document, incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 97-20 (FAC). The North American Industry Classification System Code (NAICS) is 423430. This is a requirement for: Line Item 0001 : HCS9200B: DUAL ZONE HOT BONDER - 2 EACH The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Heatcon Composite Systems Inc., under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Place of delivery and acceptance is Tinker AFB, OK, (F3YCDZ) with FOB Destination. The following factors shall be used to evaluate offers: TOTAL COMPLIANCE WITH THE ITEM DESCRIPTION AND SUBMITTAL OF WRITTEN CONFIRMATION OF THE SAME COMMERCIAL PRICE LIST DELIVERY IAW THE REQUIREMENT STATED PRICE (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
