- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry Dock and repairs to the USCGC YELLOWFIN (WPB-87319) 87 FOOT PATROL BOAT. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Small Business Set-Aside, Request for Quote (RFQ), on or about February 2, 2009. The solicitation will be issued electronically via the Federal Business Opportunity web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for the RFQ release and all subsequent amendments. Hard copies of the specification and solicitation will not be issued. The NAICS Code is 336611. The Geographical restriction is 432 Nautical Miles from the cutter’s homeport of Charleston, South Carolina. All work will be performed at the contractor’s facility. The performance period is schedule for Forty-Two (42) calendar days and is expected to begin on or about May 4, 2009. The scope of the acquisition will include, but is not limited to: 1.Clean and Inspect Grey Water Collection and Holding Tank. 2.Clean and Inspect Sea Strainers. 3.Clean and Inspect Sewage Collection and Holding Tank. 4.Clean Grey Water Piping System. 5.Clean Sewage Piping System. 6.Inspect Sea Chest Riser Piping and Flanges. 7.Install AFFF Bilge Sprinkler System. 8.Overhaul and Renew Sea Valves. 9.Perform Ultrasonic Thickness Measurements - 50 per unit. 10.Preserve Bilge Surfaces in the Lazarette. 11.Preserve Forward Engine Room Bilge Pocket Surface. 12.Preserve Mast. 13.Preserve Stern Tubes. 14.Preserve Underwater Body 100%. 15.Provide Temporary Logistics. 16.Remove, Inspect, and Reinstall Propellers. 17.Remove, Inspect, and Reinstall Propeller Shafts. 18.Remove, Inspect and Reinstall Rudder Assemblies. 19.Renew Depth Indicating Transducer. 20.Routine Drydocking. 21.Create Forepeak Void. 22.Preserve Forward Peak Compartment. 23.Renew Intermediate Water-Lubricated Shaft Bearing. 24.Renew Aft Water-Lubricated Shaft Bearing. 25.Provide Scaffolding – Mast. 26.Realign Main Engine/Reduction Gear. 27.Renew Rudder Lower Bearing. 28.Renew Bearing Carrier. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Trained welders who have been certified by the applicable regulatory code performance qualification procedures shall accomplish all welding and brazing.
