Description
Design/Bid/Build P-251, Construct Advanced Arresting Gear Test Site, NAES Lakehurst, Lakehurst, NJ Place of performance: NAES Lakehurst, Lakehurst, New Jersey..This RFP will be issued to obtain contractor qualifications for which a contract, by means of a negotiated firm fixed-price procurement, will be awarded. A contract will be awarded to the best value offeror in accordance with FAR PART 15 using the Best Value, Tradeoff procedures. This solicitation will be issued as N40085-09-R-7004. The contract will provide complete construction of the Advanced Arresting Gear Test Site. The project modifies or constructs the following: a. Site 1 is the renovation of the Runway Arrested Landing Site (RALS) on the Test Runway to accommodate pro-type Advance Arresting Gear (AGG) equipment for arresting gear load testing.b. Site 2 is the demolition and new construction at the Jet Car TestSite (JCTS) on Track 3 including test track repairs and construction of three pre-engineered buildings to accommodate arresting gear motors and computer gear for arresting gear load testing.c. Site 3 is the addition of a new High Speed Aircraft Turnaround on the Test Runway to provide a new taxiway turnaround east of the RALS facility for Naval Aircraft use when involved in arresting gear load testing. The magnitude of the contract budget award amount is between $10,000,000.00 and $25,000,000.00. The contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. Technical factors will be evaluated based on their technical merits for the identified criteria. Proposals will be evaluated based on all technical factors (Factors 1-4) and price factor. All technical factors and sub factors are of equal importance. Technical is approximately equal to price. The Basis of Award for this procurement shall be based on price and technical merits, which together, constitute a best value to the Government; however, not necessarily the lowest price. The objective is selection of a contractor whose overall proposal demonstrates the best value to the Government based on the specified criteria. The technical evaluation factors include: (1) Corporate Experience(2) Past Performance(3) Safety Performance(4) Small Business Sub Contracting Effort The Government reserves the right to reject any or all proposals prior to award and also to negotiate with any or all offerors. OFFERORS ARE ADVISED AN AWARD IS ANTICIPATED WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Offerors should not assume they would be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. The Request for Proposals (RFP) will be issued between 6 and 16 February 2009. Tentative date/time for submission of proposals will be approximately 6 March 2009, 2:00 PM (EDT).
