- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined Synopsis/Solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. 2) Solicitation W912P909R0712 is issued as a REQUEST FOR PROPSAL (RFP). The basis for award will be Best Value. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the government. The contactors proposal will be evaluated on the following factors: Price, Responsiveness, and Technical Acceptance. 3) The solicitation document and incorporated provisions and clauses are those in effect through FAR Circular 2005-11 and Class Deviation 2005-o0001. 4) The solicitation is unrestricted. 5) DESCRIPTION: 1.General. Main Switch and Motor Controller for the Elsberry Pump Station. 6) SPECIFICATIONS: The Contractor shall furnish and deliver a Main Switch and Motor Controller for the Elsberry Pump Station. The lead time for the new equipment shall be eight (8) weeks or less and shall include drawing review and approvals. The Main Switch shall be a fused disconnect switch of switchboard-type construction and provide a metering section for the utility. The utility connection is a grounded delta. The Motor Controller shall be a soft-start type housed in a motor control center (MCC) suitable for a 500Hp motor. The MCC shall include four (4) 60A fused disconnects, a lighting transformer, and 12-circuit lighting panel board with main circuit breaker. The MCC shall also include TVSS. The electrical equipment shall include metering for voltage and line current. While the installation will be performed under a separate contract, the Offeror shall provide factory-authorized personnel to assist the installation contractor with system startup. 7) DELIVERY: FOB St. Louis, Missouri 63103-2833 8) FAR 52.212-1-Instruction to Offerors, applies to this solicitation. 9) This solicitation incorporates 52.212-2, Evaluation of Commercial Items. Award will be base upon lowest price/technically acceptable offer. The government reserves the right to make award on the initial quote received without discussion. 10) Each offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items with the offer. FAR 52.233-4 Applicable Law for Breach of Contract Claim applies to this acquisition. The following provisions and clauses also apply DFAR 252.212-7001, Contract Terms and Conditions required to implement statutes or executive orders applicable to defense acquisitions of commercial items, is applicable, but only the following clauses in paragraphs (a) apply: 52.203-3 Gratuities and (b) apply: 252.243-7002 Requests for Equitable Adjustment 14) N/A 15) N/A 16) Quotes must be signed, dated and submitted on company letterhead. Quotes are due NO LATER THAN 10 FEBRUARY 2009 (10:00 AM CST). The contractor is required to submit documentation/literature showing detailed specifications and/or pictures of the product.
