Solicitation Number: SPM4A2-09-R-FSTN Notice Type: Sources Sought Synopsis: REQUEST FOR INFORMATION ANNOUNCEMENT Defense Logistics Agency Defense Supply Center Richmond PROGRAM OVERVIEW The Defense Supply Center Richmond (DSCR) is seeking information in an attempt to restructure and privatize support of our Fastner commodities acquisition and logistics mission. Presently, DSCR uses a multitude of sources, storage facilities, and delivery methods to satisfy its customers’ worldwide demand for fastner products. DSCR’s intention is to leverage the commercial industry’s best practices and implement a solution which assures readiness, safety, and efficiency. Ultimately, DSCR’s goal is to improve lead-times, reduce costs, and increase customer satisfaction while allowing the customers to focus on their core competencies. Scope of Project: This initiative contains DLA managed NSNs in Federal Stock Group (FSG) 53. The following Federal Stock Classes (FSCs) are included: FSC 5325 Fastening Devices Anticipated Scope of Services: - Forecasting collaboration with customers - Accurately predicting future customer requirements/demand patterns. - Procurement/Purchasing - All actions related to acquisition planning, solicitation, evaluation, negotiations, contract award, contract administration, and contract management functions. - Inventory Management/Storage/Warehousing - The direction and control of activities with the purpose of getting the right inventory in the right place at the right time in the right quantity in the right form at the right cost. - Customer Direct - Ship directly to joint warfighter customers across a broad spectrum of locations both CONUS and OCONUS. Deliver items using shipping methods defined by terms and conditions of the contract (i.e. required delivery date, packaging requirements, delivery address, special instructions for emergency or other needs). Track the delivery of items. - Data Management - to include interoperability with industry and government systems. RFI Questions 1) Bill of Material A) How would you recommend the Bill of Materials to be set up? (i.e. do you envision multiple contracts per Federal Supply Class)? Should the entire Federal Supply Group be combined into one contract or should we solicit and award separate contracts for each of the FSCs or some combination of them? 2) Forecasting A) In your opinion, what is the best way to collaborate forecasting with the customers? B) Do you see a need for DSCR involvement in this process? If so, how? 3) Inventory Management/Warehousing/Distribution A) What types of material do you regularly distribute? B) Are the proposed items aligned with the product mix that you distribute? If not, is the list broader or narrower than the mix of items that you regularly distribute? C) Do you repackage items as a part of your distribution function? D) Are you familiar with military packaging requirements (including air and sea transport)? E) Are you familiar with military product marking requirements? F) What is your concept for the Inventory Management/Storage/Warehousing requirements to support this effort? G) What is your view on how to best handle inventory management? (customer direct delivery vs. storage) 4) Customer Direct Delivery A) Describe your concept for providing CONUS and OCONUS customer direct delivery support 5) Data Management A) What type of data systems do you currently use and do you see any concerns with integrating your IT systems with other industry partners and government agencies? 6) Sources of Supply A) What types of fastener items do you normally supply? B) Please identify whether your firm is a manufacturer, non-manufacturer, or other. C) What percentage of your product line is manufactured by your company? D) What percentage of your product line is manufactured in the United States? E) What percentage of your product line is manufactured outside the United States? Please provide the country of origin and percentages for your top three foreign manufacturing sources. 7) Small Business Size Classification A) Please indicate if your firm is a small business firm. The NAICS codes and business sizes for this initiative NAICS Business size (Manu) Business Size (non-Manu) 332722 -500 employees B) Does your company qualify in any small business sub-category? (i.e. 8(a), HUBZone, SDVOSB, WOSB) C) If your company is considered a Small Business under the proposed NAICS codes, do you foresee any impediments in support of this initiative due to business size? 8) General Business Information A) Which services listed above do you envision being able to provide – all or a portion? Are there any other services that you think the Government should include in this effort that are not mentioned in the introduction? B) Please describe your experience with large scale procurement and/or logistics initiatives. C) Do you consider an effort of this magnitude to be best suited for a cost type contract or a firm fixed price contract and what is the maximum number of years that you would recommend for the base period and total life of the contract? D) What do you envision as the major risk areas associated with this effort and how would you mitigate those risks? E) What would be your proposed solution to support this effort? (Contracts by FSC, region, by state, by customer)? If regional contracts, how many? What would be your vision of a back up plan if another prime contractor fails to perform? 9) Miscellaneous A) Please provide any additional feedback you feel is relevant to this initiative.
