- Blood and Blood Components*SPECIAL NOTICE* The Department of Veterans Affairs, VISN 10 Dayton Contract office intends make a sole source award to Community Blood Center of Dayton Ohio, for the purchase of a three (3) month of Blood and Blood Components Services bridge contract. The Statutory authority for this sole source purchase is Title 10 U.S.C. 253 (c) (2) as implemented in the FAR 6.302-2 (a)(2). The applicable NAICS Code is 621991 with a size standard of $10 million dollars. A Justification and Approval to procure using other than full and open competition and a 2268 are attached. Any interested parties, other than Community Blood Center are encouraged to contact the Contract Office at the e-mail address below no later than January 14, 2009 at 3:00 PM EST to inquire about other related upcoming procurement opportunities. All interested parties, must be registered in Central Contracting Registration (CCR) database. This notice is for informational purposes only. ***No response to this special notice is necessary*** Questions may be directed to Monae D. Heath, Contracting Specialist via e-mail at Monae.Heath@va.gov. 1.Identification of Agency and Contracting Activity The Department of Veterans Affairs, VA Medical Center, Dayton, Ohio, VISN 10 Contracting- Dayton Facility. 2.Nature/Description of Action This is to enter an agreement by and between Community Blood Center (CBC), an Ohio corporation not-for-profit and Veteran's Administration Medical Center. 3.Description of Supplies/Services CBC agrees to meet all of the need for red blood cells and other blood components. All blood components provided by CBC shall be processed and labeled according to the current regulations of the Food and Drug Administration (FDA) and the Standards of the American Association of Blood Banks (AABB). CBC performs tests such as ABO Blood Group, Rh(D) Antigen Typing, Atypical Red Blood Cell Antibody Screening and ID as indicated, etc. Estimated Value: 3 months=$82,500 4.Identification of Statutory Authority ( ) 41 U.S.C. 253 (c) (1) Only One Responsible Source (x ) 41 U.S.C. 253 (c) (2) Unusual and Compelling Urgency ( ) 41 U.S.C. 253 (c) (3) Industrial, Mobilization, Engineering, Developmental, or Research Capability or Expert Services ( ) 41 U.S.C. 253 (c) (4) International Agreement ( ) 41 U.S.C. 253 (c) (5) Authorized or Required by Statute ( ) 41 U.S.C. 253 (c) (6) National Security ( ) 41 U.S.C. 253 (c) (7) Public Interest 5.Demonstration of Contractors Unique Qualifications This was previously taken care of under a 1358. We need a bridge put into place until a contract can be secured. CBC has been used to supply blood and blood components for the Dayton VAMC for many years. CBC offers blood components both leukocyte reduced and non-leukocyte reduced red blood cells that are needed for patient care. 6.Description of Efforts Made to Ensure a Variety of Potential Sources An intent to sole source will be posted. This will be a three month bridge contract until a solicitation can be prepared and adequate competition can be obtained to get a contract put in place.
