- FISC Norfolk Detachment Philadelphia intends to acquire a SIMmersion Simulation Training Program to develop skills across multiple health provider disciplines in the implementation of simulated alcohol screenings and brief interventions for alcohol abuse/dependence for the Bureau of Medicine and Surgery, Washington DC. This technology is under the Small Business Innovation Research (SBIR) contract authorized under 10 U.S.C. 2304(B)(2). The Government intends to solicit and negotiate with only one source under the authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501 (a), a Sole Source Acquisition under the authority of the test program for certain commercial items This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12, using Subpart 13.5 test program procedures. Award of a firm fixed contract is anticipated. All required deliverables shall be furnished within 30 days after date of contra! ct award. The applicable North American Industry Classification System (NAICS) Code and size standard for this procurement is 621999 and 500 employees respectively. Interested persons may identify their interest and capability to respond to the requirement by sending challenges to David Moore at david.moore8@navy.mil. This notice of intent is not a request for competitive proposals. However, all challenges to this sole source determination received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
